In the first 6 months of 2024, forestry targets basically met the set plan, making an important contribution to socio-economic development, environmental protection, and maintaining security and national defense.
Accordingly, the Forest Protection Department has received and processed the dossiers of 22 projects to change the purpose of using forests and forestry land with a total proposed conversion area of 207.9062 ha, vacant land planned for forestry 28.3019 ha, and land area other than forestry planning 36.7256 ha. Up to now, the whole province has 6 units participating in the implementation and being granted certificates of sustainable forest management, with a total area of 26,135.65 ha.
In addition, in the province, there were 5 forest fires, with a burned area of 26.1 hectares and 3 fires of vegetation and grass under the forest canopy that did not cause damage to the forest.
The accumulated forestation area from the beginning of the year to June 2024 is 4,157.35 hectares (52.0% of the plan); scattered tree planting reached 1,742,000 trees; forestry seedling production reached 10,678,000 trees. In response to the "Tree Planting Festival", the province also organized the planting and care of 154,414 trees of all kinds.
In forest protection, the authorities have strengthened the fight to prevent and plant information at the grassroots level to inspect and control forest products; as a result, 33 violations were recorded, 42 administrative violations were handled, 431.75 million VND were fined, and 56,996 m3 of round timber of all kinds were confiscated.
However, the management, protection and development of forests in the province still face some limitations such as: Illegal exploitation, trading, transportation of timber and deforestation for farming, encroachment on forest land still occur; forest development is not really linked to processing industry and consumption market.
The income of forest workers is still low, unstable and risky; it has not attracted economic sectors to invest in forestry development; it has not created a chain of linkages from planting, exploitation, processing and trading of forest products; the plan to completely resolve the situation of forest encroachment and encroachment is still slow to implement, causing great impacts on forest management and protection...
In his concluding remarks, Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong requested members of the Steering Committee for Sustainable Forestry Development Program to closely monitor the locality to thoroughly handle the remaining problems and limitations. The People's Committees of districts, towns and cities direct units to seriously implement the local Sustainable Forestry Development Program, clearly assigning responsibilities to each member. Develop plans to mobilize forces, means, materials, equipment and logistics in forest protection work.
In addition, direct local police, military and forest rangers to implement coordination regulations, be ready to handle urgent situations in forest management, protection and forest fire prevention, and have plans to inspect and handle violations. Regularly monitor and manage slash-and-burn farming activities in areas near forests. Strengthen inspection and supervision of forest exploitation to update the output of timber exploitation from planted forests and other forest products.
Strictly control projects that change forest use purposes according to legal regulations. Localities coordinate with relevant agencies to review support mechanisms and policies for planting large timber forests and high-quality forests.
Promptly implement the detailed plan for converting less critical protective forest land into production forest that has been approved, ensuring compliance with regulations. Coordinate with units in the handover work to resolve land-related problems during the process of handing over forest land to local management, limiting illegal encroachment and encroachment.
