(To Quoc) - Delegate Tran Thi Thu Hang hopes that in the coming time, there will be more policies for artisans, especially a mechanism for exchange between localities, and the possibility of sending artisans abroad to promote Vietnamese culture to the world, thereby doing a better job of preserving, maintaining and promoting the value of Vietnamese cultural heritage.
The Draft Law on Cultural Heritage (amended) was first commented on by the National Assembly at the 7th Session of the 15th National Assembly, with 122 opinions expressed in Groups and Halls, and 2 delegates sent written comments.
After the Session, the National Assembly Standing Committee directed the agency in charge of the review to coordinate with the agency in charge of the drafting and relevant agencies to organize research, collect opinions from experts, scientists, and people with experience in management work to absorb, explain, and revise the draft Law; review and give opinions at the Legal Specialized Session and the Conference of full-time National Assembly deputies in August 2024.
After being absorbed and revised, the draft Law submitted to the National Assembly at the 8th Session consists of 9 chapters and 100 articles, 2 articles less than the draft submitted to the National Assembly at the 7th Session.

Appreciating the drafting agency and the reviewing agency for accepting many comments to perfect the draft law, delegate Tran Thi Thu Hang - National Assembly Delegation of Dak Nong province said that the Draft Law on Cultural Heritage (amended) is based on the Law on Cultural Heritage promulgated in 2001, amended in 2009.
After 20 years of implementing the law, it can be seen that there are still some shortcomings, so this law amendment is a revolution in bringing cultural heritages the best conditions for preservation and development.
After giving opinions at the 7th Session and at the Conference of full-time National Assembly deputies, the deputies said that the draft Law had absorbed all opinions of the National Assembly deputies.
Based on the comments, the National Assembly Standing Committee directed the drafting agency and the reviewing agency to revise, supplement and explain each article and clause in detail. Thus, the draft Law submitted to the National Assembly at the 8th Session covered the major contents, with 9 chapters and 100 articles, concretizing the Party's guidelines and policies into policies; the regulations are also closer to real life.
According to delegates, the draft Law on Cultural Heritage (amended) is eligible for passage at the 8th Session, resolving difficulties and problems in the law implementation process in recent times.
Regarding policies to encourage artisans to participate in preserving cultural heritage, delegate Tran Thi Thu Hang said that for traditional cultural heritages, as well as other types of cultural heritages, the role of folk artisans and elite artisans plays an important role, but the number of artisans is decreasing, because most of the artisans are old.
Delegate Tran Thi Thu Hang said that there should be appropriate policies for folk artisans.
Recently, the Ministry of Culture, Sports and Tourism has issued many documents guiding support for artisans, however, the policies to encourage and support artisans are still not very specific. In particular, with limited local resources, allocating budget support for artisans is facing many difficulties.
Therefore, the delegates believe that in order for the folk artisans - the "living treasures" to be supported and have their lives guaranteed, helping them to wholeheartedly devote themselves, to pass on and preserve their heritage for the younger generation better, there needs to be more specific policies, such as policies on medical examination, treatment, honor, and monthly support.
Although there are currently support policies for artisans, the level of support is still low (700-800 thousand/month), which does not ensure a living, reducing creativity in artistic activities. Therefore, delegates hope that in the coming time, there will be more policies for artisans, especially an exchange mechanism between localities, which can send artisans abroad to promote Vietnamese culture to the world, thereby doing a better job of preserving, maintaining and promoting the value of Vietnamese cultural heritage...
Regarding the policy of encouraging and supporting private museums, the delegate said that most of these museums are established by individuals or socialized organizations. However, they still have difficulties in terms of funding, land and conditions for establishing museums. Therefore, the number of private museums in Vietnam is not large. The delegate also hopes that the provisions in the draft will remove the current difficulties of private museums.
"I hope that when the Heritage Law is promulgated, there will be a circular or decree providing more specific guidance on the procedures, conditions, and processes for establishing private museums and having separate incentive policies for private museums to promote the value of collected heritage. This will also create jobs, attract tourists, and increase local budget revenue," the delegate expressed./.
