Quang Binh and Quang Tri provinces meet to discuss plans to merge provincial administrative units

The Standing Committees of the Provincial Party Committees of the two localities discussed the contents surrounding the implementation of the arrangement and merger of administrative units of Quang Binh and Quang Tri provinces. Accordingly, Quang Binh province is identified as the administrative-political center of the provincial administrative unit after the merger. Quang Binh province presides over and coordinates with Quang Tri province to develop a project on the arrangement and merger of provincial-level administrative units to submit to the Government before May 1, 2025.

In the immediate future, the two provinces will establish a Steering Committee on the arrangement and consolidation of administrative units of Quang Binh and Quang Tri provinces, with Quang Binh Provincial Party Secretary Le Ngoc Quang as Head of the Steering Committee and Quang Tri Provincial Party Secretary Nguyen Long Hai as Co-Head of the Steering Committee. The Steering Committee consists of 34 members.

The Steering Committee will direct the development of the "Project to arrange and merge Quang Tri province with Quang Binh province" associated with the establishment of administrative agencies and the system of party organizations, the Fatherland Front, and socio-political organizations. The Steering Committee has 2 working groups: a group advising on assets, finance, logistics and conditions to ensure service during the merger; a group advising on the preparation of documents for the Provincial Party Congress for the 2025-2030 term.

Also at the Conference, delegates discussed the organization of agencies, units, and leadership structure of agencies; organizational structure; staffing of provincial-level administrative units after the reorganization; statistics of assets, means, and working equipment; development of a plan to perfect the organizational structure; and proposal for office arrangement. After the merger, Quang Tri province has an area of nearly 12,700km2, a population of more than 1.8 million people, and is expected to have 78 commune-level administrative units.

At the conference, delegates also raised many problems and concerns such as when merging the two provinces, civil servants had worries and concerns about travel and living... and proposed to have support for travel and public housing for officials working at the Administrative Center of the new province.

Quang Tri Provincial Party Secretary Nguyen Long Hai affirmed that Quang Binh and Quang Tri have many similarities in natural conditions and people, as well as advantages and difficulties, and especially the same aspirations for development. Based on the content of this Conference, Quang Tri province will assign tasks to relevant agencies to focus on building and completing the project in accordance with the principles and regulations of the Central Government.
