Phu Yen streamlines organization and apparatus to serve people more effectively

Pursuant to Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee, Phu Yen province is urgently implementing a plan to rearrange commune-level administrative units. It is expected that the entire province will reduce from the current 106 commune-level administrative units to 34, equivalent to a reduction of nearly 68%.

According to the Department of Home Affairs of Phu Yen province, the standing agency of the Steering Committee for the implementation of the arrangement and reorganization of commune-level administrative units in the province in 2025, Phu Yen currently has 9 district-level administrative units and 106 commune-level administrative units (including 82 communes, 18 wards and 6 towns) with 602 villages, hamlets and neighborhoods.

Based on the prescribed criteria and local management practices, the proposed arrangement will retain 34 commune-level administrative units, including 27 communes and 7 wards, a reduction of 67.92% compared to the present. The reorganization of administrative units is to conform to the two-level local government model, ensuring streamlining, effective and efficient operations; aiming to build a modern government, close to the people, serving the people better.

Secretary of Phu Yen Provincial Party Committee Cao Thi Hoa An emphasized that the arrangement of administrative units is not simply a mechanical merger, but also an opportunity to innovate governance thinking, build a government that serves the people, is closer to the people and is more accessible to the people. The Provincial Party Committee has directed the Provincial People's Committee and departments, branches and localities to focus highly and coordinate closely in developing and completing the Project on arranging commune-level administrative units, ensuring that it is submitted to the Government on schedule before April 30, 2025.

Along with that, the work of collecting public opinions will be carried out in a democratic, transparent and objective manner, ensuring that all legitimate opinions and aspirations of the people are fully heard and reflected, creating the highest social consensus.

According to the plan, the whole province will form 34 new commune-level administrative units. Of which, Tuy Hoa city will have 3 new wards: Tuy Hoa, Phu Lam and Binh Kien. Song Cau town will establish 5 new units; Dong Hoa town has 3 units; Tuy An district will form 5 units; Phu Hoa, Tay Hoa, Son Hoa, Song Hinh and Dong Xuan districts will each merge and establish from 2 to 5 new communes.

The rearrangement of the headquarters after the merger was also carefully calculated, ensuring maximum utilization of existing facilities, saving investment costs, and stabilizing the operations of the political system at the grassroots level.

The project to rearrange commune-level administrative units in Phu Yen is expected to contribute to perfecting the organization of the local government apparatus in a streamlined and efficient manner, meeting the requirements of sustainable development in the new period, in line with the province's socio-economic development strategy to 2030, with a vision to 2050.
