Recently, the Phu Yen Tax Department has urgently and actively implemented solutions to promote businesses and retail stores of gasoline in the province to convert to issuing electronic invoices after each sale by automatic connection method. According to the direction of the Prime Minister and the Provincial People's Committee, this is a task that cannot be delayed.
Easily track and manage revenue
Since the beginning of 2025, Nam Viet Investment and Production Joint Stock Company (Binh Kien Commune, Tuy Hoa City) has started applying the automatic connection method to issue electronic invoices (E-invoices) in the petroleum business. After nearly 2 months of implementation, the biggest benefit that the business has seen is that leaders and accountants can easily monitor and manage sales; easily look up and compare invoices when needed. The data is reported automatically, helping businesses have a clear view of their financial situation, revenue and operating costs.
Ms. Nguyen Thi Hoang Giang, Chief Accountant of Nam Viet Investment and Production Joint Stock Company, said: Previously, the company applied electronic invoice issuance after each sale of gasoline through the POS system. However, since the beginning of this year, when upgrading to the automatic invoice issuance system, each time the sales staff lifted the trigger to pump gasoline for customers, the company's leaders and accountants could manage; the issuance of invoices to customers was also done more quickly.
According to Ms. Giang, to upgrade the automatic electronic invoice issuance system after each sale of gasoline, with 6 pumps, Nam Viet Investment and Production Joint Stock Company initially invested nearly 80 million VND, the connection cost was about 2 million VND/year, the invoice cost was about 50 VND/issuance (if customers print out invoices, the cost is about 100 VND/sheet). "Every day, there are about 400-500 customers coming to fill up gas; if the customer provides information, the accountant will issue an invoice with the customer's information, otherwise the system will also issue an automatic invoice," Ms. Giang added.
Muoi Sum Petroleum Trading Company Limited (Phu Lam Ward, Tuy Hoa City) also switched from issuing electronic invoices after each sale of gasoline through POS machines to automatic issuance since the beginning of this year. Mr. Dang Tan Sum, Director of this enterprise, said: The company has 10 gasoline pumps. To issue electronic invoices automatically after each sale, we initially invested nearly 200 million VND. Although the conversion cost is high, the enterprise still accepts it because the regulations issued by the State must be implemented. We only hope that the Tax Department has a better solution for issuing electronic invoices for small orders, because there are many customers who come to fill up their gas tank for 10,000-20,000 VND, and the enterprise also has to issue invoices, which costs a lot of money.
Resolutely handle cases of non-implementation
According to Phu Yen Tax Department, on December 9, 2024, the Prime Minister issued Official Dispatch 129/CD-TTg on strengthening the management and use of electronic invoices, improving the efficiency of tax collection for e-commerce. In which, it requires units to strengthen inspection and examination of the issuance and use of electronic invoices at retail gasoline stores to ensure compliance with legal regulations, and strictly handle those who do not comply or intentionally do not comply. Immediately after that, on December 11, 2024, the Provincial People's Committee also issued Document 7909/UBND-KT directing the implementation of this issue.
Implementing the direction of the Prime Minister and the Provincial People's Committee, Phu Yen Tax Department has issued an official dispatch to strengthen the implementation of regulations on electronic invoices and urge the acceleration of the implementation of regulations on electronic invoices at retail gasoline stores. As of February 20, 2025, the whole province has 71 enterprises (accounting for 81%) and 165 stores (accounting for 89%) that have automatically connected to issue electronic invoices for each gasoline sale. Currently, there are 21 stores that have not yet connected automatically, mainly in Song Hinh - Son Hoa (12 stores) and Tuy Hoa (5 stores)...
Mr. Nguyen Van Vu, Head of the Inspection and Examination Department (Phu Yen Tax Department) said: Currently, the Inspection and Examination Department and its affiliated tax branches are working with businesses that have not yet issued electronic invoices for each sale using the automatic connection method, grasping the progress of the conversion implementation of businesses to provide timely support. We also strengthen regular inspection and supervision of retail gasoline stores that are still hesitant to convert; resolutely handle violations in cases of not issuing invoices when selling goods or issuing invoices at the wrong time according to regulations...
Phu Yen Tax Department strives that by March 15, 2025, 100% of retail gasoline stores in the management area will switch to applying the method of issuing invoices for each sale using an automatic connection solution.
Issuing electronic invoices for each retail sale of gasoline and oil is a mandatory regulation. If a business establishment does not comply, it will be handled according to regulations. Specifically, a fine of 3-8 million VND will be imposed for issuing invoices at the wrong time; from 10-20 million VND for not issuing invoices when selling goods or providing services to buyers (handled for each violation)...
