The Bac Ninh City Tax Department has recently issued a decision to enforce an administrative decision on tax management by withdrawing money from the account of Dabaco Vietnam Group Joint Stock Company (Dabaco Vietnam Group, stock code DBC) on the grounds that the company owes tax for more than 90 days from the due date. Notably, the total amount of money subject to enforcement is only about VND 22 million, which is very small compared to the scale of assets as well as the annual revenue and profit of this company.

Things might not have become so noisy if Mr. Nguyen Nhu So, Chairman of the Board of Directors of Dabaco, had not spoken out in the media to explain that the delay of 22 million VND was not due to the company deliberately delaying, but because the review unit missed it. He also expressed surprise when the tax authority sent a coercive document just because the amount was too small, "not true to the nature of the company".

Mr. Nguyen Nhu So's statement immediately received great attention from the public and the business leadership community. The majority believed that instead of focusing on small or large amounts of money, Dabaco Vietnam Group needs to clearly recognize that the rule of law and the obligation to pay taxes to the state budget are immutable.

It is clear that the enforcement of Dabaco’s assets is not because the amount of VND22 million is too large, but because Dabaco has violated the regulations on tax payment deadlines. According to regulations, if tax debt exceeds 90 days from the due date, the enterprise will be subject to enforcement. This is a public, transparent regulation and must be strictly complied with.

A large enterprise like Dabaco, with total assets of up to 12,511 billion VND and equity of more than 4,700 billion VND, cannot use the excuse that the amount of 22 million VND is too small to ignore. It is the delay and the attitude of disregarding the law that is worrying. A large enterprise not complying with tax payment regulations can create a bad precedent, affecting the seriousness of the law.

Paying taxes is the duty of every citizen and every business towards the country. Taxes are an important source of revenue for the state budget, used to maintain and develop public services, infrastructure and social security. Delaying tax payment, even if it is only 1 million VND, means that the business is lacking responsibility towards the community and society.

It is impossible to justify that the tax debt is small and can be ignored. If we allow this, many other businesses will use the same excuse to avoid paying taxes. This not only causes damage to the state budget but also undermines people's confidence in the strictness of the law.

The decision of the Bac Ninh City Tax Department to enforce the seizure of Dabaco's assets is a necessary and reasonable measure. When the regulations are clear, enforcement must be serious, without exception. Enforcement is not only a measure aimed at the amount of money, but also at the violation of the law and ensures that everyone and every business must comply with the law equally. In a society governed by the rule of law, no one is above the law. Any violation, big or small, must be strictly handled. That is the only way to maintain social order and justice.

In addition, the enforcement of tax collection, even for small amounts, sends a strong message about the seriousness of the law: all tax debts, whether large or small, must be handled promptly and in accordance with regulations.

In a civilized society and integrated country, businesses and entrepreneurs must comply with the law!
