On September 17, speaking with Lao Dong reporter, Mr. Dinh Van Kham - Deputy Director of the Department of Education and Training of Ninh Binh province said that for service fees to support educational activities other than tuition fees, an agreement must be made between the school and parents or learners. The fees and the collection levels when implemented must not exceed the maximum level for fees with maximum levels and the agreement must be made in writing.
Revenues and collection levels must be consistent with the actual situation of educational institutions, socio-economic conditions, income of parents and students, and ensure the principle of sufficient revenue to cover expenditures, for the right purpose, economically and effectively.
When collecting fees for items supported by the State budget or arranged from other funding sources, the collection level must be deducted after calculating the amount of funding arranged in the unit's budget.
Depending on the actual situation and conditions of the organization of services and other necessary educational activities at each educational institution, it must be based on the needs of students and the income of parents. Each educational institution must agree with parents on the selection of appropriate services and other educational activities according to the principle of voluntariness.
"Educational institutions are not allowed to impose on students and parents the use of services and the organization of other educational activities without the agreement between the educational institution and the parents," said Mr. Kham.
According to Mr. Kham, each service revenue item serving and supporting educational activities must have a specific expenditure estimate as a basis for determining the collection level for students.
As for the fee for Student Health Insurance, this is a voluntary fee, parents have the right to choose the type of insurance, so this fee cannot be made a mandatory fee in the school. The school creates conditions and coordinates with insurance organizations to implement insurance for students, focusing on propaganda and mobilizing students to voluntarily participate, contributing to protecting and taking care of students' health. This fee is collected by the insurance organization.
The Parents' Association is not allowed to collect donations from students or their families that are not voluntary; they are not directly used for the activities of the Parents' Association.
