Not only in Hanoi, but also in Ho Chi Minh City, universities are entering a "race" to increase tuition fees in 2025-2026, according to the planned schedule.

Specifically, in mid-March 2025, Saigon University announced its admissions plan with several notable changes. The university plans to open four new training programs and adjust tuition fees to increase by approximately 1.5 times compared to previous years.

While tuition fees for the 4-year training program previously ranged from 65.8 to 70.1 million VND per course, they are now expected to increase to 92 to 129 million VND per course.

For 4.5-year training programs, tuition fees have also been adjusted from 87-147 million VND/course to 150-167 million VND/course.

At the same time, Ho Chi Minh City Open University also announced its admissions plan and projected tuition fees for 2025. Tuition fees for standard programs range from 24 to 28.5 million VND per year, with technology and engineering majors having the highest fees, while social sciences and humanities majors have the lowest.

For high-quality programs, tuition fees are 46.5 million VND/year, while some majors such as Computer Science, Construction Engineering Technology, Management Information Systems, and Information Technology have tuition fees as high as 49.5 million VND/year.

Similarly, the tuition fee for 2025 at the University of Economics Ho Chi Minh City ranges from 1.1 to 1.3 million VND per credit, depending on the training program. On average, this tuition fee is more than 200,000 VND per credit higher than last year. According to the plan, the university will adjust tuition fees annually, but not by more than 10% per year.

According to Government Decree 81, tuition fees at public universities are determined according to a roadmap that ensures the cost of education and training services. The State stipulates a tuition fee ceiling for each field of study and each academic year, and universities are not allowed to charge more than this amount. For programs that have undergone quality accreditation, universities have the right to determine tuition fees independently.
