The Government has just issued Resolution 128/NQ-CP of the regular Government meeting in August 2024.
The Resolution clearly states that in order to strive to achieve the highest possible goals and tasks set for 2024, inflation must be controlled below 4.5% and the GDP growth rate for the whole year of 2024 must be achieved at about 7%, creating the premise and momentum for 2025 and the period 2026-2030; The Government requests Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of provincial People's Committees to continue to promote the spirit of responsibility, solidarity, unity, and joint efforts, and continue to focus on resolutely, synchronously, and effectively implementing the tasks and solutions set forth in the Resolutions and Conclusions of the Central Executive Committee, the Politburo, the Secretariat, the Government, and the National Assembly, especially Resolutions No. 01/NQ-CP, 02/NQ-CP dated January 5, 2024, Resolution No. 93/NQ-CP dated June 18, 2024, and Resolutions of regular meetings of the Government and directions of the Prime Minister.
Top priority given to promoting growth
The Government requires continuing to give top priority to promoting growth in conjunction with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; resolutely saving regular expenditures, increasing expenditures for development investment.
Ministries, agencies and localities, according to their assigned functions, tasks and authority, must grasp the market situation and commodity prices to have appropriate and effective solutions to stabilize the market. Promote production, ensure adequate supply of goods, and avoid shortages that cause sudden price increases, especially at times when market demand is high and in areas affected by natural disasters and floods.
In addition, strengthen inspection and supervision of the implementation of regulations on price management, taxes, fees, price stabilization of raw materials, essential goods for production, business and people's lives; strictly handle according to law acts of speculation, hoarding, price manipulation; effectively implement solutions to collect the state budget correctly, fully and promptly, continue to expand the collection base; strive to collect the state budget in 2024 exceeding 10% of the estimate assigned by the National Assembly; continue to promote spending savings, thoroughly save regular spending to reserve resources to ensure development investment and social security.
The ministries, agencies of Planning and Investment, Finance, Industry and Trade, the State Bank of Vietnam, the National Financial Supervision Committee and relevant agencies closely coordinate in advising, managing and operating the macro economy, ensuring synchronous, flexible and effective implementation of monetary, fiscal, trade, investment and other macro policies; closely monitor developments and situations to have timely and effective policy responses, not "jerky" operations.
The State Bank of Vietnam shall preside over and coordinate with relevant agencies to proactively, flexibly, promptly and effectively manage monetary policy, closely and synchronously coordinate with fiscal policy and other macro policies; continue to direct commercial banks to cut costs, increase the application of information technology to reduce lending interest rates, promote credit growth, direct credit to production and business sectors, priority sectors, economic growth drivers and overcome the consequences of storms and floods...; promptly remove obstacles, effectively implement the 140 trillion VND credit package for social housing loans; study to increase the scale of the preferential credit program for the forestry and fishery sectors to about 50,000-60,000 billion VND.
The Ministry of Finance shall operate an expansionary fiscal policy that is reasonable, focused, key, and effective, and in close, synchronous, and harmonious coordination with monetary policy and other policies; closely monitor the situation, proactively forecast, calculate, and update inflation scenarios to develop an overall price management scenario, contributing to ensuring inflation control according to the set target; operate the budget to ensure reserve funds for natural disaster and epidemic prevention and control, salary payment, social security policies, and other important and urgent political tasks that arise.
The Ministry of Industry and Trade shall preside over and coordinate with ministries, agencies and localities to closely monitor market developments, promptly develop solutions to manage and regulate production, stabilize supply and demand of goods, especially food, foodstuffs, energy and other essential goods; firmly ensure national energy security, absolutely not allowing shortages of electricity and gasoline in any situation. The Ministry of Agriculture and Rural Development shall focus on directing and planning production to ensure abundant supply of food, especially in areas heavily affected by storms, floods and natural disasters, for domestic consumption and export, absolutely not allowing shortages of food in the last months of the year.
Speed up construction progress of key national projects and works
The Prime Minister requested drastic implementation of solutions to accelerate and make breakthroughs in disbursement of public investment capital and the three National Target Programs; and mobilize and effectively exploit social resources.
Ministries, agencies and localities, according to their assigned functions, tasks and authorities, focus on directing, urging and accelerating the disbursement of public investment capital, especially for 34 ministries, agencies and 23 localities with disbursement levels below the national average. Determining that accelerating the disbursement of public investment capital and 3 National Target Programs in the last months of 2024 is a key political task with high responsibility to the country and the people, a priority in direction and administration, associated with the responsibility of the heads of ministries, agencies and localities.
In addition, focus on accelerating the progress of completing investment procedures, bidding, compensation, and site clearance for projects; make detailed disbursement plans for each project and strictly comply with the disbursement plans for each month and quarter; proactively and actively resolve and remove difficulties and obstacles related to land, resources, etc.; continue to proactively monitor, urge, and issue specific instructions on the implementation and resolution and removal of difficulties and obstacles in the process of implementing national target programs in localities. In cases beyond authority, report to competent authorities for consideration and handling.
In the Resolution, the Government also proposed to drastically accelerate the construction progress of important, key national projects and works that are inter-provincial, inter-regional, and connect the country, region, and internationally.
Ministries, agencies and localities urgently develop and issue detailed plans for "critical progress of project completion in 2025" in accordance with site clearance conditions, material sources and weather conditions to serve as a basis for monitoring, urging and strictly controlling construction progress, ensuring the completion of 3,000 km of expressways by the end of 2025. Effectively organize and implement the emulation movement "500 peak days and nights to successfully complete expressway projects" to celebrate the 80th anniversary of the founding of the country, the 50th anniversary of the Liberation of the South and National Reunification, Party Congresses at all levels, towards the 14th National Party Congress.
The Ministry of Transport shall preside over and coordinate with agencies and localities to actively prepare for investment in a number of important railway projects (North-South high-speed railway, connecting Vietnam and China), expressway routes in the 2026-2030 period and upgrade and expand expressways that have been invested in on a phased scale to a complete scale according to the plan.
The State Capital Management Committee at Enterprises directed Vietnam Electricity Group and its affiliated units to speed up the relocation of high-voltage power lines, without affecting the construction progress of expressway projects, especially those scheduled for completion in 2025.
Ensuring safety, life, health and stability of people's lives
The Government requires proactive and timely plans to prevent, combat, rescue, and overcome the consequences of natural disasters; strengthen resource management and environmental protection; and develop sustainable agriculture and rural areas.
Ministries, agencies and localities must not be subjective, increase vigilance, proactively develop plans to deal with unusual and dangerous developments of extreme weather and climate; mobilize the entire political system and all legal resources to respond, minimize possible damage, ensure safety, life, health and stabilize people's lives.
Ministries, agencies and localities focus on implementing plans and solutions to overcome the consequences of storm No. 3, especially rescue, search for missing people, and treatment of injured people; not letting anyone lack food, shelter, cold, or drinking water; not letting students lack classes or schools, not letting injured or sick people lack medical treatment; urgently supporting food, foodstuffs and necessities for people in storm and flood areas; promptly overcoming problems with electricity, clean water, telecommunications and other essential areas serving people's lives and production and business activities; at the same time, urgently reviewing and reinforcing vulnerable locations, effectively responding to the impacts of storm circulation such as floods, landslides, subsidence, flash floods; ensuring environmental sanitation, preventing and combating possible epidemics... Promoting the spirit of solidarity, mutual love, mutual support and mutual assistance in times of adversity and difficulty.
The Ministry of Agriculture and Rural Development closely monitors weather, natural disasters, storms and floods and directs and guides localities to respond promptly and effectively to minimize damage, ensure people's safety and lives, and ensure the safety of dykes and dams during storms and floods; support people in overcoming the consequences of natural disasters, promptly restore production and business and stabilize their lives; preside over and coordinate with relevant agencies and coastal localities to continue to promote the implementation of solutions to combat illegal, unreported and unregulated (IUU) fishing; and is determined to remove the IUU "yellow card" as soon as possible.
The Ministry of Natural Resources and Environment improves forecasting capacity and provides timely information on natural disasters and dangerous weather conditions to authorities and people so that they can proactively respond and minimize damage caused by natural disasters, especially human losses caused by floods and landslides in the Northern region...
Facilitate the circulation of goods
The Government requires diversifying markets and export products, effectively controlling imports; developing the domestic market; strengthening the fight against smuggling, trade fraud, and counterfeit goods.
Ministries, agencies and localities deploy regional connectivity solutions to reduce transportation and logistics costs, facilitate the circulation of goods; support businesses to shift investment to regions with competitive advantages in terms of production and business premises, abundant labor resources and cheap labor costs to reduce production costs.
The Ministry of Industry and Trade shall preside over and coordinate with relevant ministries, agencies and localities to strengthen supply-demand connection activities, promote production and consumption of Vietnamese goods; organize connections between domestic enterprises participating in the supply chains of foreign-invested enterprises in Vietnam and multinational corporations, large global enterprises; continue to diversify export markets, diversify supply chains, prioritize exploitation and make the most of opportunities from key and strategic export markets and signed Free Trade Agreements (FTAs).
The Ministry of Agriculture and Rural Development shall preside over and coordinate with relevant agencies to promote official export of agricultural products to neighboring markets; promptly negotiate and reach agreement with relevant Chinese agencies to reduce the rate of animal and plant quarantine, and facilitate the flow of agricultural products into the Chinese market.
In the Resolution, the Government requested to promote the development of manufacturing and processing industry, digital economy, green economy, circular economy, emerging industries and fields; renew traditional growth drivers and strongly promote new growth drivers; continue to focus on reviewing and perfecting institutions, mechanisms and policies; reduce administrative procedures, remove difficulties and obstacles for production and business, and create an open and favorable business environment.
Ministers and heads of agencies should promote the responsibility of their leaders, directly direct the preparation and completion early and remotely, prioritize resource allocation, ensure quality and speed up the progress of files and documents submitted to the 10th Central Conference of the 13th tenure and the 8th Session of the 15th National Assembly, especially specifying major policy groups, new regulations, breakthroughs in decentralization, delegation of authority, resource management, investment attraction and special mechanisms...
Ministries, agencies and localities shall organize research, advise and propose amendments and supplements or amend and supplement according to their authority legal documents under the authority of the Government, Prime Minister, Ministers and Heads of ministerial-level agencies to organize the implementation of plans to reduce and simplify administrative procedures approved by the Government and Prime Minister to ensure substance and effectiveness. Thoroughly eliminate the request-grant mechanism from the stage of drafting and promulgating legal documents.
The Government requires focusing on comprehensive development of cultural and social fields, fully and promptly implementing social security policies, improving people's lives, leaving no one behind while ensuring national defense, security, social order and safety; improving the effectiveness of foreign affairs and international integration; resolutely preventing and combating corruption, negativity and waste. In particular, promoting information and propaganda work, especially policy communication; combating, promptly handling and effectively refuting arguments and distorted information on cyberspace.
