On January 19, the Investigation Police Agency of Ha Tinh Province Police announced that it had just issued a decision to prosecute the case and prosecute the accused D.D.V. (born 2006, residing in Thach Trung commune, Ha Tinh city, Ha Tinh province) for the act of "Resisting a person on official duty".
According to the case file, on January 17, the Traffic Police Department Working Group of Ha Tinh Provincial Police was on duty on Ha Huy Tap Street, Ha Tinh City, Ha Tinh Province.

At around 7:40 p.m., the task force discovered a motorbike with license plate 38N3-6826 moving at high speed on Ha Huy Tap Street from North to South, so they signaled for the vehicle to slow down.
However, the driver did not obey the order, continued to drive at high speed, passed two police officers on duty signaling, then crashed into Major Ho Sy Tich - an officer of the Traffic Police Department of Ha Tinh Province Police. According to the initial diagnosis, Lieutenant Colonel Ho Sy Tich suffered a collapsed lung, serious injuries, and is currently being treated at Ha Tinh General Hospital.
Meanwhile, after the arrest, the police brought the "passer-by" subject, D.D.V., currently a 12th grade student at a high school in Ha Tinh city, to the police headquarters for questioning.
At the police station, V. confessed that while driving his motorbike, he discovered a task force on duty on Ha Huy Tap Street. Realizing that he was not old enough to drive a vehicle and did not have a driver's license, and fearing that he would be punished by the traffic police, V. did not obey orders and passed the traffic police checkpoint. However, while accelerating to "pass the checkpoint", V. hit Major Ho Sy Tich.
