On August 6, the Thang Long Project Management Board and related units determined that the initial (temporary) cause of flooding on the expressway was due to the change in the flow of the Phan River. “Above the flooded section, the Phan River has a section of trees growing in the middle of the river, especially some large trees that block the flow when there is unusually heavy rain. When a lot of water flows upstream, the blocked flow will change the flow, leading to water overflowing onto the expressway…”, said the Thang Long Project Management Board. Therefore, the immediate solution is to clear the flow of the Phan River by clearing away the trees that block the flow. On the other hand, the related units will invite experts to recalculate the flow basin as well as review the issues through surveys and local suggestions to find a long-term solution… The Thang Long Project Management Board also stated that because when designing, the related units did not carefully calculate the flow of the Phan River, the cost of the solution will be the responsibility of the design unit.
The immediate solution is to clear the flow of the Phan River.
As reported by Binh Thuan Newspaper, from July 27 to 29, there was heavy and continuous rain in Binh Thuan, leading to very large upstream water flows into rivers and streams, many places were deeply flooded, damaging thousands of hectares of rice and other crops. In particular, in Song Phan commune, where the Phan Thiet - Dau Giay expressway passes through, on the morning of July 29, a section was flooded, some places were up to 1 meter deep, causing serious traffic congestion.
