Today, I am very happy and excited to join the provincial leaders in attending the 12th Congress of the Vietnam Fatherland Front of Ninh Binh province, term 2024-2029. This is an important event in the political life of the province, affirming the position, role and great mission of the Fatherland Front for the development of the province.
On behalf of the Provincial Party Executive Committee, I warmly welcome and send my best wishes to the Chairman of the Central Committee of the Vietnam Fatherland Front; the Vice Chairman-General Secretary of the Central Committee of the Vietnam Fatherland Front; the provincial leaders, leaders of the Provincial Vietnam Fatherland Front Committee through the periods, the heroic Vietnamese Mothers, Heroes of the People's Armed Forces; the delegates representing all levels and sectors in the province, and 268 outstanding delegates representing all classes, ethnicities, religions, member organizations and people of all walks of life in the province attending the Congress. During the past term, in the context of more difficulties than advantages, the multi-faceted impact of natural disasters, epidemics, economic recession on production, employment, and people's lives; promoting the historical-cultural, patriotic and revolutionary traditions of the ancient capital Hoa Lu, closely following the orientation of the Central Committee of the Vietnam Fatherland Front, the close leadership and direction of the Provincial Party Committee, the close coordination of the Provincial People's Council, the Provincial People's Committee, all levels, sectors, member organizations and the active participation of all classes of people in the province, the Fatherland Front at all levels in the province has constantly innovated the content and methods of operation, synchronously, drastically and effectively implemented the goals, tasks, and solutions, completing and exceeding 07/07 targets set by the 11th Congress.
The Fatherland Front and its member organizations in the province always accompany the Party Committee and the government, closely follow the local political tasks, carry out well the propaganda work, mobilize all classes of people to comply with the Party's guidelines and policies, the State's policies and laws, arouse the potential and resources of the people to become the driving force for development; at the same time, regularly listen to and gather the recommendations and aspirations of the people to reflect to the Party Committee and the government, especially important issues on promoting democracy, developing the economy, culture, society, and caring for people's lives.
The work of participating in Party building, government building, preventing and combating corruption, negativity and waste of the Vietnam Fatherland Front at all levels is increasingly practical and effective; more clearly demonstrating the role of the Front, especially the work of electing deputies to the National Assembly and People's Councils at all levels for the 2021-2026 term. The work of supervision and social criticism has been strengthened by the Vietnam Fatherland Front at all levels in terms of quantity and quality, especially focusing on selecting and supervising contents that are of interest to Party committees, authorities and people.
The Fatherland Front at all levels has actively innovated the content and methods of operation, focusing on the grassroots. In addition to comprehensively improving the quality of 5 coordinated action programs, 02 breakthroughs, closely following the functions and tasks to effectively implement patriotic emulation movements and major campaigns, from practical work, many good models and creative ways of doing things have emerged in various fields, with great influence among the people. Typically, the organization of the National Great Unity Day has become increasingly practical, substantive and effective; each year, specific topics have been identified for implementation in conjunction with the province's annual work program.
In particular, during the recent COVID-19 pandemic, promoting the spirit of mutual love and support, the Fatherland Front at all levels received social resources worth over 103 billion VND, making an important contribution to the whole province to gradually control and repel the epidemic, support and care for people to overcome the pandemic and stabilize their lives. The work of mobilizing and uniting religious people, especially the solidarity between religious and non-religious people, was associated with organizing patriotic emulation movements, building models of activities in religions, such as implementing well the campaign "Religious dignitaries and officials join hands to build houses of solidarity between religions", building 48 houses of solidarity between religions with a total cost of over 9 billion VND, this is also a model that the Central Committee of the Vietnam Fatherland Front assessed as typical nationwide.
The Front has always been a trusted address, a warm "common home", a place of solidarity and closeness for kind hearts and noble deeds. It has mobilized resources and mobilized to build the "Repaying gratitude and social security" Fund at 3 levels with over 135 billion VND, supporting the construction and repair of 2,122 solidarity houses, contributing to better implementing the work of showing gratitude to those with meritorious services, ensuring social security with the goal of promoting social development and "Leaving no one behind". Thanks to the good performance of the Campaign "All people unite to build new rural areas and civilized urban areas", up to now, all districts and cities have met the standards and completed the task of building new rural areas, Ninh Binh province strives to become a new rural province in early 2025.
It can be affirmed that the results of the work of the Fatherland Front system at all levels are vivid evidence of the spirit of solidarity, dynamism, autonomy, creativity, and coordinated action. On behalf of the Provincial Party Committee, I warmly congratulate and commend the great achievements that the Vietnam Fatherland Front at all levels in the province have achieved in the past term. I would like to sincerely thank all classes of people in the province for always uniting, responding, supporting and making efforts to implement the policies and guidelines of the Party and State, and political tasks, making an important contribution to the achievements of the province in recent years.

The results achieved in the past term are very important and encouraging, but reality is constantly moving, this contradiction is resolved but in reality new contradictions appear with greater challenges, more difficult to resolve, especially in the conditions of people's living standards being raised, people's intellectual level is higher, interest relations are more complicated, social values shift with higher frequency... through specific forms of expression, new requirements are set for the work of the Front that the Political Report has emphasized, I will not repeat. At this Congress, I suggest that delegates promote democracy, uphold the spirit of responsibility, discuss in depth, clearly analyze the limitations and causes, and actively contribute to the Congress solutions to overcome the limitations to enhance the value and improve the effectiveness of the work of the Front in the coming term.

After nearly 4 years of implementing the Resolution of the 22nd Provincial Party Congress, we have achieved many important results, bringing Ninh Binh into a new development stage with many new opportunities and fortunes. Besides favorable opportunities, our province will still have to face many difficulties and challenges that require efforts, joint efforts, and consensus of the Party Committee, government and people in the province, including the very important role and responsibility of the Fatherland Front at all levels in mobilizing, gathering, and promoting the strength of the great national unity bloc, contributing together with the Party Committee, government and people in the province to successfully implement the set goals and tasks.
I basically agree with the general direction, goals, main targets, and action programs of the Vietnam Fatherland Front of the province for the 2024-2029 term stated in the Political Report submitted to the Congress. I propose that the Congress accept the thoughtful and profound comments of Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, to concretize and clearly define the goals, tasks, and appropriate solutions for the coming term.
In order for the Front's work to continue to develop, have profound impacts, bring about practical results, and contribute to the successful implementation of the set goals and tasks, I would like to emphasize the following issues for the Congress to study, discuss, and decide:
Firstly, continue to thoroughly grasp the Party's guidelines and policies, the State's policies and laws on great national unity, mass mobilization, ethnic and religious affairs. The Fatherland Front at all levels needs to continue to promote its core role in consolidating and strengthening the building of great national unity in the current context; requiring innovation in thinking, methods of mobilization, gathering and rallying forces, and the need to have new factors and goals suitable to the development of the country, the homeland and the times in order to unite more firmly, substantially and effectively; perform well the role of guiding and assisting religious organizations to operate in accordance with the provisions of the law, at the same time actively mobilize and promote the role of dignitaries, officials, and prestigious people in religions and in the community, ensuring high consensus and unity in ideology and action, all for the goal of building an increasingly prosperous and happy homeland and country.
Second, the Front and its member organizations need to focus on coordinating with authorities at all levels through specific regulations, programs and plans, and always identify the responsibility to accompany the political system to overcome all difficulties and challenges in carrying out common tasks.
Enhance the role of presiding and negotiating unified actions among member organizations to promote the cultural strength and people of the ancient capital of Hoa Lu, arouse patriotism, self-reliance, confidence, and strong development aspirations, build Ninh Binh province to basically meet the criteria by 2030 and by 2035 become a centrally-run city with the characteristics of a Millennium Heritage City and a creative city.
Movements and campaigns must continue to closely follow the province's key goals and tasks, especially building new rural areas, civilized urban areas, and sustainable poverty reduction; actively participate in disseminating the Provincial Planning and strategic development orientations with the motto "Proud of heritage", "Moving up from heritage", "Prospering with heritage", and well implementing the work of arranging administrative units at district and commune levels in the period of 2023-2025 so that all classes of people in the province understand and agree in organizing implementation.
On the other hand, the Vietnam Fatherland Front must also actively prepare to contribute opinions to the draft documents of the 14th National Party Congress and documents of Party congresses at all levels for the 2025-2030 term; participate in successfully organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Third, promote the effective and practical implementation of the Regulations on mass mobilization work of the political system in conjunction with the widespread practice of democracy. Promote increasingly effective lessons on respecting the people, being close to the people, keeping close to the people, and pacifying the people, worthy of being a bridge between the people and the Party and authorities at all levels; effectively implement solutions to perform well the role of representing and protecting the legitimate and legal rights and interests of the people; the fronts at all levels must periodically organize dialogue activities to listen to and absorb the opinions and aspirations of the people; respect and promote the role of the people in participating in important decisions of the country and localities, liberating all endogenous capacities and creativity of the people.
Further improve the quality of social supervision and criticism; make social criticism participate effectively in innovation of mechanisms and policies, creating momentum for development, especially new issues such as development of cultural industry, entertainment industry, heritage economy, innovative startups, rural development, urbanization and heritage urban development or "hot" issues that daily and hourly affect the legitimate rights and interests of the People.
Focus on monitoring to ensure the implementation of policies and guidelines in a unified and thorough manner; participate in the fight against manifestations of dodging new tasks, avoiding difficult tasks, being indifferent and insensitive to the urgent demands of the people; attach importance to monitoring difficult and sensitive tasks such as monitoring the work of cadres and party members, and especially monitoring leaders; need to be persistent and tenacious in monitoring the results of handling recommendations after monitoring and criticism, must follow the issue to the end, and protect an impartial and objective viewpoint.
Fourth, Strengthen innovation in the direction of being close to the grassroots, with a focus and key points, taking the grassroots as the area of operation, taking members and members as priority subjects in implementing emulation movements and campaigns; effectively performing the role of orientation and direction, building work programs suitable to reality. Attach importance to and have appropriate policies for the Front Work Committee in the residential community to effectively implement the policy of bringing the Front work to the grassroots residential areas and families; need to promptly advise to effectively implement the Program of building "self-governing, united, prosperous, happy" residential areas according to the orientation of the Central Committee of the Vietnam Fatherland Front.
Fifth, Party committees and authorities at all levels in the province continue to promote their leadership, direction, coordination, and create favorable conditions for the Fatherland Front and its member organizations to operate smoothly, excellently complete assigned tasks, and effectively implement the mechanism of "Party leadership, State management, and People's mastery". At the same time, the Front at all levels needs to be proactive, advise the Party committees, promote the role of member organizations to create a source of cadres for the Front; Front cadres must regularly practice their style, innovate their working methods to closely connect with the people; understanding the psychology of the masses is the "key" for Front cadres to enter the hearts of the people, an important factor to improve the quality and effectiveness of Front work.

The Congress has consulted and elected the 12th Provincial Vietnam Fatherland Front Committee, consisting of seniors, gentlemen, and comrades representing the great national unity bloc. I request that the seniors, gentlemen, and comrades entrusted with the important responsibility by the Congress continue to promote the spirit of solidarity, innovation, and high determination to effectively lead the implementation of the directions, tasks, and Action Program to implement the Congress's resolution, promptly put the Congress's resolution into practice, and actively contribute to the overall development of the province. At the same time, consult and select and send a delegation to attend the 10th Congress of the Vietnam Fatherland Front for the 2024-2029 term, including exemplary people who are capable of contributing to the success of the Congress.
