Speed up progress, put into operation in early Q3/2027
Ba Ria - Vung Tau province has just submitted to the Government a proposal to build an expressway connecting Long Thanh International Airport (Dong Nai) with Ho Tram urban area (Ba Ria - Vung Tau). This expressway is 41 km long, has 4 lanes, and a total investment of about 17,300 billion VND.

Speaking at the closing session of the 27th session of the People's Council of Ba Ria - Vung Tau province, term VII, 2021-2026 on the morning of March 27, Pham Viet Thanh - Secretary of the Provincial Party Committee, Chairman of the People's Council of Ba Ria - Vung Tau province emphasized the requirement to focus on implementing key tasks, including accelerating the progress of the Long Thanh - Ho Tram expressway.
This expressway not only meets traffic needs but also opens up key economic development space, creating momentum to promote the Xuyen Moc - Ho Tram - Long Dat coastal tourism area. Chairman of the Provincial People's Council Pham Viet Thanh requested the relevant agencies to promptly complete the planning adjustment procedures to add this route to the provincial urban planning, in accordance with the Government's direction in December 2024 and the directive from the Provincial Party Committee Standing Committee on March 26.
The goal is to complete procedures to start the project in January 2026 and put it into operation in the third quarter of 2027.
Previously, on March 5, the People's Committee of Ba Ria - Vung Tau province sent a document to the Prime Minister proposing a traffic plan connecting Long Thanh airport to Ho Tram, Xuyen Moc district. This proposal comes from the direction of Prime Minister Pham Minh Chinh at the December 2024 meeting on the progress of Long Thanh airport and the connecting traffic system.
The Prime Minister requested the province to proactively accelerate the completion of transport infrastructure and study optimal solutions to connect directly from Ho Tram to Long Thanh airport, ensuring the fastest travel time.
Propose key solutions to speed up project progress
Based on the provincial planning orientation for the period 2021 - 2030, with a vision to 2050, Ba Ria - Vung Tau province has proposed a number of solutions to implement the project on schedule.

This urban expressway starts at the Ho Chi Minh City Ring Road 4 in Chau Duc district and ends at the Vung Tau - Binh Thuan coastal route (DT 994) in Xuyen Moc district. The total investment is expected to be over VND 17,000 billion.
To ensure progress, Ba Ria - Vung Tau province proposed the Government to allow adjustment and update of the expressway into the provincial planning approved in 2023, and at the same time shorten the process of removing Go Gang airport from the provincial planning according to the shortened procedure because this is an urgent task. In addition, the province also proposed to change the purpose of forest land use for the last 6.4 km of the route, affecting about 26.88 hectares of forest in Binh Chau - Phuoc Buu nature reserve, to create conditions for implementing the project on schedule.

In addition, to ensure feasibility and efficiency, the province proposed to appoint investors to participate in the project implementation under the public-private partnership (PPP) method, thereby mobilizing social resources to soon complete this important expressway.
With the above proposals, Ba Ria - Vung Tau province expects the Long Thanh - Ho Tram expressway to contribute to promoting economic and social development, improving people's quality of life and creating a breakthrough in the tourism and service sectors in the area.
