The Command of Coast Guard Region 3 was assigned by the Standing Committee of the Party Committee of the Vietnam Coast Guard to coordinate with the Mass Mobilization Committee of the provinces and cities of 9 provinces and cities in the area (Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Ba Ria-Vung Tau, Ben Tre, Tien Giang, Tra Vinh and Ho Chi Minh City) to implement the program "Coast Guard accompanies fishermen" in the conditions of the political, economic and social situation in the area being basically stable, the defense and security potential being gradually strengthened...
Propaganda to change perception
Up to now, after 5 years, the program has achieved outstanding results. Specifically, the Command of Region 3 has closely coordinated with the Mass Mobilization Committee, the Provincial Party Committee's Propaganda Department, the Coordination Council for Dissemination and Legal Education and the press, radio and television agencies of 9 provinces to unify the content, objects, forms, and areas of propaganda and closely coordinated with the Party Committees and local authorities - where the program activities are expected to be held, to organize propaganda activities on the sea and islands and propaganda, dissemination, legal education, and organize contests "I love my homeland's sea and islands" in the area...
In addition, during the process of performing patrol, inspection and control tasks at sea, the unit's ships regularly organize direct propaganda on the fisheries information system and distribute propaganda leaflets directly to crew members and fishermen when approaching fishing vessels. Over the past 5 years, the Regional Command has coordinated with Party committees, authorities, the People's Mobilization Committee, and the Propaganda Committee of the provinces in the area to organize 87 sessions to disseminate and popularize the law; disseminate information about the sea, islands, functions and tasks of the coast guard for more than 90,720 cadres, civil servants, union members, youth, students, fishermen and people in the area. Distributed over 100,000 propaganda leaflets, organized 25 "I love my homeland's sea and islands" contests online and in person for students of secondary and high schools in 9 provinces, with the participation of 158 schools. In Binh Thuan, the Command of Region 3 has organized 7 propaganda sessions/9,400 people; distributed more than 10,000 propaganda leaflets; written and published 184 news, articles and reports on newspapers and radio stations. Signed an agreement to broadcast the column "For sovereignty, security and safety of sea and islands" on Binh Thuan Radio and Television Station and posted the special page "For sovereignty, security and safety of sea and islands" on Binh Thuan Newspaper from January 2024; organized 3 contests "I love my homeland's sea and islands" online and in person/9 secondary schools/4,450 students participating...
Through propaganda, it has contributed to raising patriotism, awareness of the struggle to protect the sacred sovereignty of the sea and islands of the Fatherland, and at the same time building a sense of responsibility for fishermen to fight against negative phenomena and illegal acts at sea and islands such as: Violating regulations on order and safety at sea; illegal fishing in foreign waters; using chemicals to catch seafood, destroying aquatic resources and destroying the marine ecological environment...
A fulcrum for fishermen to go offshore and stick to the sea
Over the past years, officers and soldiers of the Region 3 Command have actively and proactively supported fishermen to go offshore and stick to the sea, contributing to protecting the sovereignty of the sea and islands of the Fatherland. The Region 3 Command has identified this as an important, regular and long-term content, contributing to raising awareness and creating consensus among all classes of people in managing and fighting to protect the sovereignty of the sea and islands of the Fatherland.
Coast guard ships strictly maintain duty regimes; monitor, inform, propagate, and promptly prevent fishermen from violating foreign waters to exploit seafood. Do not use destructive fishing methods that affect marine resources and the marine environment; exchange and unify signals, channels, and communication frequencies when encountering incidents or detecting ships in trouble and promptly providing information related to territorial sovereignty, security, order, maritime safety, and reporting crimes and violations of the law at sea to competent maritime forces. Timely support and protect fishermen when they are fishing in the sea, when they are rammed or chased by strange ships.
In addition, it has coordinated and organized well the search, rescue, and overcoming the consequences of natural disasters and environmental incidents. The Command of Region 3 strictly maintains the watchtower to ensure 24/7 operation for ships operating at sea. Connecting communication with the Search and Rescue Centers of Region III and the Search and Rescue Centers of Ba Ria - Vung Tau, Binh Thuan and Khanh Hoa provinces to promptly exchange information on situations occurring at sea and coordinate timely and effectively in search, rescue, and relief work for fishermen. Proactively participating in overcoming the consequences of natural disasters and environmental incidents at sea, responding to climate change; supporting and helping with food, medicine, fresh water, lubricants, etc. for fishing boats of fishermen at sea when facing difficulties.
The unit has closely coordinated with the Military Command, the Border Guard Command and relevant sectors of 9 provinces and cities to develop assurance plans; coordinate the organization of training, practice and drills for human resources and civilian vessels, in order to meet the conditions for readiness to participate and perform well the task of fighting to protect the sovereignty of the sea and islands of the Fatherland. In response to the new task requirements, the provinces and cities have promptly identified and adjusted the mobilization of human resources as local officials, giving priority to comrades with expertise related to vessels. For vessels, the main focus is on vessels with a capacity of over 500 CV, a displacement of over 90 tons and ready to perform tasks when situations arise...
The effectiveness of the program "Coast Guard accompanies fishermen" has brought profound meaning and influence to coastal and island localities, and has been recognized and highly appreciated by local Party committees, authorities, people and public opinion. Thereby, it contributes to improving the effectiveness of mass mobilization work in the new situation, promoting patriotism, love for the sea and islands, raising people's awareness and responsibility for the cause of building and protecting territorial sovereignty, and security of sea and island borders.
Center for Search and Rescue and Environmental Protection of the Sea No. 3 has strictly maintained a 24/7 search and rescue team; grasped the situation of incidents, natural disasters, search and rescue and environmental pollution in the sea areas managed by the unit. Thanks to that, in the past 5 years, it has processed 772 search and rescue information at sea; advised on the mobilization of 25 ships and boats to participate in 18 search and rescue cases, rescued 8 vehicles, recovered 6 bodies, and rescued and supported 325 people.
