Urgent land acquisition to serve the coastal road project DT.719B

Also attending were comrades Nguyen Hoai Anh - Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Doan Anh Dung - Chairman of the Provincial People's Committee; Nguyen Hong Hai - Vice Chairman of the Provincial People's Committee, along with leaders of Ham Thuan Nam district and related departments and branches.

The coastal route DT.719B, Phan Thiet - Ke Ga section, 25.6km long, has completed the land acquisition notice, inventory of 314/314 files, reaching 100%. The district-level compensation council meeting approved 308/314 files, reaching 98%. Regarding progress, the construction project has reached about 72% of the contract volume. Up to now, there are 4 files that have not yet handed over the site, including 1 file of Tran Minh Quy's household (about 250m long, area 9,613.4m2) that has not yet handed over the site. The City Land Fund Development Center has organized a campaign (2nd time) but Mr. Quy's family did not agree.

The Ham Kiem - Tien Thanh route is 7.7 km long. Currently, the project has completed about 70% of the contract volume. This route is still stuck with 1 household (Tran Ngoc Hoang) through Thanh Long Hoang Hau area with a length of about 1.3 km). This household is complaining that the District People's Committee does not apply the policy of supporting vocational training, conversion and job search 2.5 times for individuals whose land is recovered. On February 19, 2024, the Land Fund Development Center coordinated with the Ham Kiem Commune People's Committee to finish posting the compensation plan. According to the plan, the forced land recovery is expected to be completed on March 19, 2024.

Directing at the meeting, comrade Duong Van An - Secretary of the Provincial Party Committee emphasized that the coastal axis route DT.719B (Phan Thiet - Ke Ga section) through Ham Thuan Nam district and Ham Kiem road to Tien Thanh are two projects connecting the coastal area smoothly, connecting 3 important traffic axes: coastal road, National Highway 1 and expressway. The project not only creates conditions for tourism development but also serves the development of trade, service activities, freight transport, creating favorable conditions for socio-economic development. This is a key project of the province in the period of 2020 - 2025. It has been 3 years since the implementation of construction, but the compensation and site clearance work is still slow, some sections have not been cleared, this affects the progress of the project implementation, affecting the socio-economic development of the province.

In the future, the Provincial Party Secretary requested that sectors and localities must be determined, drastic, urgent, and synchronously carry out land acquisition procedures to serve site clearance to hand over and implement projects according to the set schedule. Proactively review the procedures to ensure synchronization, continuity, and compliance with legal regulations, without errors or loopholes, and avoid having to redo steps that have been implemented.

In response to reports of land encroachment on the Ham Kiem - Tien Thanh route, the Provincial Party Secretary assigned the Provincial People's Committee to direct the Department of Natural Resources and Environment Inspectorate to conduct an inspection of compliance with land laws and regulations, including the Hoang Hau dragon fruit enterprise and a number of related individuals. Ham Thuan Nam district was requested to study the land fund planning on both sides of the road appropriately, including some locations with green parks to create land funds for future socio-economic development. The Standing Committee of Ham Thuan Nam District Party Committee must focus on leading and directing the promotion of propaganda, compensation and site clearance to accelerate the implementation of the two projects on schedule, ensuring efficiency...
