Ensure progress of phase 1

Quang Tri Industrial Park Project has an area of ​​about 481.2 hectares with a total investment of VND 2,074,033 billion. The project is built in 3 phases with implementation progress from 2021-2032. Of which, phase 1 has an area of ​​about 96.05 hectares with a total investment of over VND 500 billion; implementation period 2021-2025. The project is divided into 3 phases: Phase 1 (2021-2025) with an area of ​​97.4 hectares, investment capital of VND 504 billion; Phase 2 (2026-2029) with an area of ​​184.32 hectares, investment capital of VND 748 billion; Phase 3 (2029-2032) with an area of ​​199.48 hectares, investment capital of VND 821 billion.

The first phase of site clearance has been 100% completed, 43/43 households have handed over the land, the total compensation and support budget for site clearance has been approved at more than 125.88 billion VND. However, there are still some problems in the site clearance work that need to be resolved. Specifically, there is 1 mausoleum (5 graves) and 1 grave that has not yet agreed on the budget and site clearance plan because people have proposed low compensation prices and requested additional spiritual support. Vice Chairman of Hai Lang District People's Committee Duong Viet Hai said that the District People's Committee has directed the Project Site Clearance Council to continue to propagate and mobilize people to agree to the compensation and support plan, site clearance, and in case of disagreement, propose a handling plan according to regulations.

Regarding the site clearance for the wastewater treatment plant's wastewater discharge pipeline, the area of ​​578.7 m2 is currently undertaking specific land valuation to calculate compensation, striving to complete in May 2025. Regarding the site clearance for traffic connection construction at Km 782+272 National Highway 1, the relocation of 2 underground telecommunication cables is being carried out, striving to complete the handover of the site on the left side of National Highway 1 in March 2025.

Currently, QTIP is simultaneously implementing the construction of important items of the project, including leveling the wastewater treatment plant and industrial land lots, internal roads, stormwater drainage system, wastewater drainage system and water supply system. Notably, the leveling and technical infrastructure work on an area of ​​20 hectares has been 95% completed.

The project's wastewater treatment plant has also selected a design and construction contractor. On January 23, 2025, the Department of Construction Management - Ministry of Construction issued Document No. 33/HDXD-QLNL announcing the results of the appraisal of the Feasibility Study Report on investment in construction of the adjusted wastewater treatment plant. On March 12, 2025, the Economic Zone Management Board granted a construction permit for treatment cluster 1 (phase 1) of this project.

In addition, QTIP has been granted a construction permit for the railway and National Highway 1 interchange, and is expected to begin construction in March 2025. Regarding the construction permit for the sewer section outside the industrial park boundary, QTIP is urgently completing the documents to submit to the Provincial Economic Zone Management Board after the decision to lease land to implement the waste pipeline.

Ready for Phase 2 and 3

To be proactive in Phase 2 and 3, QTIP is actively implementing preparations. Phase 2 of the Quang Tri Industrial Park project with an area of ​​184.32 hectares will be carried out for site clearance from 2025 to 2026. Specifically, in Hai Truong commune, the recovered area is 146.22 hectares, including residential land of 7 households that must be resettled, a family church of about 9.0 hectares, agricultural land, 25 graves and 10 mausoleums that need to be relocated. In Dien Sanh town, the recovered area is 38.1 hectares, all of which is agricultural land. Phase 3 of the project covers an area of ​​199.48 hectares, with expected site clearance from 2029 to 2032. In Dien Sanh town, the recovered area is 191.48 hectares, affecting 57 households with 229 people (including 12 households with about 60 people resettled on site), about 500 tombs, 1 communal house, 5 family churches and 2 community cultural houses. In Hai Lam commune, the recovered area is 8.0 hectares, all of which is agricultural land.

Regarding the construction of resettlement areas and people's cemeteries, in Hai Truong commune, Truong Tho village resettlement area still has land to arrange for households (37 lots left, 37/49 lots have been arranged and 6/31 additional lots), Truong Tho village people's cemetery still has about 7,000m2 to relocate and rebury tombs. In Dien Sanh town, there is no resettlement area and people's cemetery yet.

To prepare for the second and third phases of site clearance and to study the plan to expand the industrial park to the West, the Provincial Economic Zone Management Board has coordinated with the Hai Lang District People's Committee to review the land fund, plan the workers' housing area, survey, and propose an investment policy to build a resettlement area of ​​about 18 hectares, with a total estimated investment of 120 billion VND. The project has been reviewed by the Department of Planning and Investment and reported to the Provincial People's Committee to balance the budget for implementation in the period of 2026-2030.

With careful preparation and high determination, Quang Tri Industrial Park is gradually realizing the goal of becoming an attractive destination for investors. Accelerating the progress of site clearance and building synchronous infrastructure will create a strong driving force for the socio-economic development of the province, contributing to the overall development of the Central region.
