Upgrading the delegates
Recent practice shows that localities with good quality representatives will have better People's Council activities and vice versa, limited quality of representatives will greatly affect the activities of elected bodies.
In recent years, the People's Council of Pu Nhi commune (Dien Bien Dong district) has focused on improving the quality of delegates through training and coaching... but due to the limited capacity of some delegates, many activities have not been effective. The situation of voters' recommendations and reflections has not been resolved promptly. For example, in the 2016 - 2021 term, through monitoring and contacting voters, voters of the commune have made nearly 270 recommendations, mainly related to investment in roads, domestic water, compensation for site clearance, policies... However, nearly 80 recommendations have not been resolved, such as: Investing in building a 2km long concrete road in Huoi Tao B village; or voters of Pu Nhi A and Pu Nhi B villages proposed investing in building a bridge over the stream to make it easier for people to travel, especially during the rainy season.
Frankly acknowledging the difficulties and limitations, in recent years, the People's Councils at the provincial and district levels have drastically implemented many solutions to innovate the activities and quality of the People's Council delegates at the commune level. In particular, every year, the People's Councils at 2 levels (district and commune) organize experience exchange activities, organize training courses, and improve the quality of activities for the People's Council delegates at the commune level. At the same time, they develop training plans and open training courses for the People's Council delegates at the commune level on knowledge of state management and law; skills in document research, information collection, contact with voters, supervision at meetings, regular supervision, questioning, criticism, etc.
Thanh Yen Commune People's Council (Dien Bien District) for the 2016-2021 term still has delegates with an educational level of only grade 5, while in the 2021-2026 term, the lowest educational level is grade 9/12 or higher, and the professional level is intermediate or higher. Every year, the People's Council creates conditions for delegates to have time to participate in studying and training to improve their cultural and professional qualifications. Thereby, it has actively contributed to the common activities of the People's Council; many opinions of the people to the People's Council delegates have been promptly recommended to the competent authorities for satisfactory resolution, especially recommendations on new rural construction and poverty reduction.
For Muong Nhe district, despite many difficulties, the quality of commune-level People's Council delegates is gradually improving. Every year, the District People's Council organizes experience exchanges, training, and improving the qualifications, capacity, and skills of commune-level People's Council delegates in performing the functions of commune-level People's Councils, such as: Organizing meetings, examining documents, supervising, questioning, presenting, meeting voters, receiving citizens, etc. Creating conditions for delegates to exchange, share, exchange good experiences, and propose solutions to remove difficulties and obstacles in their activities.
Implementing many solutions, the quality of People's Council delegates at the commune level in Dien Bien province has gradually improved in terms of cultural level, expertise, and political theory. In the 2021 - 2026 term, the whole province has 2,711 People's Council delegates at the commune level; delegates with postgraduate qualifications account for 1.07%; university 33.8%; below university 65.33%. Regarding political theory level, 1.4% have advanced level; 45.5% have intermediate level.
Innovation, promoting democracy
In recent years, the People's Councils at the commune level in Dien Bien province have made efforts to innovate and improve the quality of meetings, voter meetings, and supervisory activities.
With the function and task of being a local State power agency, representing the will and aspirations of the people, the People's Council of Chieng So commune (Dien Bien Dong district) has made efforts to innovate its working methods and meeting content in a practical direction, promoting democracy and the intelligence of delegates to decide on important local issues.
Party Secretary, Chairman of the People's Council of Chieng So commune, Lo Van Dung said: The People's Council of the commune focuses on innovating meetings, meeting voters and monitoring activities. Before the meetings, the Standing Committee of the People's Council of the commune coordinated with the People's Committee, the Fatherland Front Committee of the commune and related departments and organizations to discuss and agree on the expected time and agenda of the meetings. At the same time, specific tasks were assigned to each comrade to prepare reports, summarize voters' opinions, submissions, and draft resolutions to be submitted at the meetings. In order for the meetings to run smoothly, the People's Council of the commune prepared a list of discussion groups and suggested discussion content. The running of the meetings was carried out in accordance with the content and agenda, promoting the spirit of democracy, solidarity and responsibility of the attending delegates.
Not only has there been a change in the monitoring and meeting activities, but the work of meeting voters has also had a clear change. In this activity, the People's Councils of some communes have coordinated well with relevant agencies. The skills of the delegates have been clearly improved, not presenting the original report as before, only briefly summarizing the main contents, thereby attracting listeners as well as voters' attention. Each issue raised by voters is compiled by the Standing Committee of the People's Council of the commune and sent to the People's Committee and relevant agencies for specific answers, the level of satisfaction and trust of voters has gradually increased.
Mr. Phan A Bu, Chairman of the People's Committee of Huoi So Commune, Tua Chua District, said: The Standing Committee of the People's Council of the Commune has proactively innovated voter contact activities in a flexible manner, suitable to practical conditions. It proactively held meetings with the Vietnam Fatherland Front Committee to agree on the time, location, constituents of voters, and content of voter contact, then announced it to all voters and the People. Voter contact sessions were organized seriously; voters' opinions and recommendations were received, answered fully within their authority, and promptly forwarded to relevant agencies, organizations, and individuals for resolution.
Mr. Pham Thanh Phuong, Vice Chairman of Tua Chua District People's Council, shared: In addition to improving the role, responsibility, innovation and quality of activities of the Standing Committee, People's Council committees, delegation groups, and People's Council delegates, in the coming time, the Standing Committee of the People's Council at the commune level needs to continue to innovate the preparation and organization of meetings in a professional and modern direction, promoting the application of information technology. Improve the quality of supervision activities, contact with voters, receive citizens, receive and resolve complaints and denunciations of citizens. At the same time, each People's Council delegate needs to proactively learn, innovate working methods, and enhance responsibility in performing the duties of an elected representative.
