Hai Ha district organizes dissemination of Directive 35-CT/TW of the Politburo and plans to organize Party Congresses at all levels

On August 7, Hai Ha District Party Committee held a conference to disseminate Directive 35-CT/TW of the Politburo and the plan to organize Party Congresses at all levels towards the 23rd Hai Ha District Party Congress, term 2025 - 2030. Comrade Nguyen Kim Anh, Provincial Party Committee member, Secretary of Hai Ha District Party Committee attended and directed the conference.

The Organizing Committee of the District Party Committee thoroughly grasps and implements the content of the plan of the Hai Ha District Party Committee on organizing Party Congresses at all levels towards the 23rd Hai Ha District Party Congress, term 2025 - 2030.

At the conference, comrade Tran Duc Dung, Head of the District Party Committee's Organization Board, thoroughly grasped and deployed the contents of the Hai Ha District Party Committee's plan on organizing Party Congresses at all levels towards the 23rd Hai Ha District Party Congress, term 2025 - 2030. Accordingly, the Standing Committee of the Hai Ha District Party Committee identified the branch and party congresses at all levels towards the 23rd District Party Congress, term 2025 - 2030 as important political activities of the Party Committee, government and people of Hai Ha. The congresses will carry out 4 tasks: Summarizing the implementation of resolutions of the branch and party congresses for the 2020-2025 term; building goals, directions, tasks and solutions for the 2025-2030 term; discussing and giving comments on the documents of the 14th National Party Congress and documents of the congresses at the direct higher level; elect the executive committee for the 2025-2030 term and elect delegates to attend the congress at a higher level.

Regarding the personnel standards for participating in the Party Committee, strictly implement the Party's regulations, the State's laws, Directive No. 35/CT-TW of the Politburo, Plan No. 439-KH/TU of the Quang Ninh Provincial Party Committee and the plan of the Hai Ha District Party Committee.

The time to calculate the age of participation in Party committees, authorities, Fatherland Front, and grassroots socio-political organizations is April 2025, and at the district level, June 2025. Comrades participating in Party committees, authorities, Fatherland Front, and socio-political organizations for the first time must have at least one full term of service or more at the time of the start of the organization of Party congresses at each level, the time of election or congress of each organization according to regulations. Comrades recommended for re-election to Party committees must have at least half of a term (30 months) of service or more at the time of the start of the organization of Party congresses at each level .

Regarding the Party Committee's personnel structure, strive to achieve a rate of female Party Committee members of 15% or more and have female cadres in the Party Committee's Standing Committee, and strive to achieve a rate of young cadres (under 42 years old for district level; under 40 years old for commune level) of 10% or more (including the entire term).

Regarding the progress of organizing the congress: Continue to implement the model of Party cell secretary who is also the village, hamlet, and neighborhood head according to the model of "People trust - Party nominates"; elect village, hamlet, and neighborhood heads on the same day, completed before January 15, 2025. After completing the election of village, hamlet, and neighborhood heads, conduct a Party cell congress simultaneously at the same time (Party member congress), the time to organize the congress shall not exceed 1 day; starting after January 15, 2025, completed before February 15, 2025. The District Party Congress shall be completed in July 2025.

Speaking at the conference, comrade Nguyen Kim Anh, member of the Provincial Party Committee, Secretary of the Hai Ha District Party Committee emphasized: Party committees at all levels, especially the leading comrades, must spend time studying, focusing on leadership, directing, thoroughly grasping, and promptly implementing Directive No. 35 of the Politburo, Plan No. 439-KH/TU of the Quang Ninh Provincial Party Committee, the plan of the Hai Ha District Party Committee and related documents on the work of the Congress, concretizing it into the situation and practical conditions of their branches and Party committees, especially the work of personnel planning must ensure compliance with regulations, progress, quality, and efficiency. To successfully organize the Party Congresses at all levels for the 2025-2030 term, Party committees at all levels must really focus on doing a good job of preparing according to plan, on schedule, without ostentation or formality; Focus on leading, directing, thoroughly grasping, training, and guiding in a very specific and strict manner the contents of the congress organization work for the Party cells and committees at their level. Arrange appropriate human resources and material facilities to serve the preparation and organization of the congress. Launch extensive emulation movements in the political system, in agencies, units, and all classes of people, practically creating a vibrant emulation atmosphere towards the congress.
