On the afternoon of September 12, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue inspected and directed the work of responding to floods and dykes in the two districts of Quynh Phu and Vu Thu. Accompanying him were comrades: Dang Thanh Giang, member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Hoang Thai Phuc, member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; and leaders of the Department of Agriculture and Rural Development.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue, and the delegation inspected the work of handling and reinforcing the dike to prevent overflow in Quynh Lam commune (Quynh Phu); the work of building a dam to prevent overflow of the left dike of Hong Ha II at Tan Lap sluice (Vu Thu) and the dike of Bach Thuan commune (Vu Thu).
Due to the continuous flow of water from upstream and heavy rains downstream, the water level in the Thai Binh river system has risen, and many dikes and embankments are at risk of overflowing. For nearly 8km of dike in Quynh Lam commune, the work of handling and reinforcing against overflowing has been urgently and drastically carried out by Quynh Phu district at more than 10 key points on the dike. From September 11 to now, more than 1,000 officers and soldiers of the army, police, and militia from all communes in the district have been mobilized with the people of Quynh Lam commune and neighboring communes to participate in handling and protecting the safety of residential areas inside the dike. Along with that, the district also has a plan to move people from Quynh Lam commune to other localities if bad situations occur with the motto of absolutely ensuring the safety of people's lives.

In Vu Thu district, on the night of September 11, the district mobilized military and police forces with the support of hundreds of people to build embankments to prevent the overflow of the Hong Ha II left dike at Tan Lap sluice. Tan Lap commune mobilized 240m3 of sand, over 10,000 bags and nearly 400 people to build 550m of embankment; at the same time, evacuating households in the old ferry terminal area of Tan De village and elderly and single-parent households that were flooded in the remaining villages to a safe place. Previously, to reinforce and prevent the overflow of the Bach Thuan commune embankment with a length of over 7.5km, Bach Thuan commune mobilized 500m3 of sand, tens of thousands of bags; mobilized nearly 1,000 people including the regular embankment protection force and people to participate in reinforcing the vulnerable sections.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Disaster Prevention and Control and Search and Rescue acknowledged and commended the high sense of responsibility of the two districts of Quynh Phu and Vu Thu in particular and the localities in the province who focused and resolutely directed according to the motto "4 on-site", promptly detected and immediately handled situations during floods; not being subjective or negligent, ensuring the safety of the dikes, protecting people's lives and property.
He also acknowledged, praised and thanked the people of the whole province for actively supporting and assisting the local government and functional forces day and night in responding to floods.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized: In the coming time, the flood situation on the rivers will continue to be complicated, and requested localities and functional forces to continue to effectively promote the "4 on-site" motto, strengthen inspection, review, and detection of arising incidents, hidden dangers and risks affecting dike safety to promptly handle them from the first minute and hour. Prioritize maximum human resources, material resources, and means for the national dike; in which, pay special attention to key dike, embankment, and culvert locations, and proactively develop plans to prevent overflow at low-lying dike locations.
For embankments and dykes in residential areas, localities need to develop plans to evacuate people and property of households in the affected areas, resolutely not to cause human damage with the motto "people's lives are above all, first of all, minimizing property damage". Forces participating in patrolling and guarding the dykes are on duty 24/7, regularly checking the sections under their responsibility, must not be negligent or subjective; forces are strictly prohibited from abandoning their positions.
Authorities and people of Bach Thuan commune (Vu Thu) reinforce and prevent the dike from overflowing in Bach Thuan commune.
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also requested the provincial leaders in charge of the districts, the District Party Committee Secretaries and the District People's Committee Chairmen not to be subjective or negligent; at the same time, mobilize the entire political system to take action, assign district leaders to directly go to key areas to lead, direct, supervise, and inspect flood prevention and control, dyke protection work and take responsibility in the areas under their charge and management. The Department of Agriculture and Rural Development proactively dispatches specialized forces and technical support to localities to promptly handle any situations or incidents that may occur; ensuring absolute safety for the national dyke system in the province.
