Village covenants and conventions are increasingly entering the lives of people in the province as a beautiful traditional culture. Especially, in today's life, village covenants and conventions also contribute to building the homeland to be more and more prosperous and civilized.

Covenants and conventions in today's life The village covenant of Dat Tai 2 village, Hoang Ha commune (Hoang Hoa) is always placed on the bookshelf of the village cultural house for people to grasp and implement.

Dat Tai 2 village (Dat Tai village), Hoang Ha commune (Hoang Hoa) is a place where many traditional cultural beauties converge, the most prominent of which are carpentry, the palanquin procession and wrestling festival on the second day of the Lunar New Year every year. In Article 5 "Regulations on traditional festivals, customs and practices" of the Dat Tai 2 village covenant, it is stipulated: "The second day of the Lunar New Year is the day the village organizes the palanquin procession and wrestling festival, this is the cultural tradition of the village, so cadres and people in the village must be present in full on this important day. The festival is a spiritual and cultural activity that demonstrates the good customs and traditions of the people. Everyone in the village must practice thrift when participating in the festival, not affecting production, political security, social order and safety. In particular, do not take advantage of the festival to engage in superstitious activities and other illegal acts".

According to the concept of the people of Hoang Ha commune, the wrestling festival is the first ceremony of the year, praying for a new year of joy and prosperity for everyone, every family. Therefore, every person in Dat Tai 2 village in particular, Hoang Ha commune in general, is conscious of strictly following the regulations set forth in the village covenant, contributing to preserving and promoting traditional cultural values in today's life.

Head of Dat Tai 2 village Vu Thi Gu said: “Every year, the palanquin procession and wrestling on the second day of the Lunar New Year attract a large number of people. When coming to the festival, people dress very politely and greet each other with kindness. Recently, after reviewing, adjusting and collecting people's opinions, the village covenant of Dat Tai 2 village has been revised, consisting of 8 chapters and 30 articles. The covenant stipulates the standards of conduct of households and individuals in the village; socio-economic development; cultural lifestyle; weddings, funerals and festivals; security and order; protection of public works; environmental sanitation. At the same time, the covenant also clearly states the reward and punishment regime for violations of the covenant. On that basis, cadres, party members and people in the village always strive to implement well, promote great solidarity, and join hands to build an increasingly rich and civilized homeland."

Not only Dat Tai 2 village, but all 4 villages in Hoang Ha commune have specific regulations in building a cultural lifestyle. In particular, the "Organization of holidays, New Year, death anniversaries, festivals, longevity celebrations..." in the village covenant clearly states: "This is an occasion for the gathering of descendants from near and far, families and clans need to take advantage of this occasion to remind and teach their descendants to remember their roots, feelings, and responsibilities towards their family and homeland. At the same time, praise and encourage good deeds, criticize negative manifestations. The organization of holidays, New Year, death anniversaries... must be concise, not ostentatious, only carried out during the day and within the family and clan".

Along with localities in Hoang Hoa district, in recent years, the work of building and implementing village covenants and conventions in residential areas in Nhu Thanh district has been increasingly in-depth. Currently, 159/159 villages, hamlets and quarters in the district have built village covenants and conventions, closely following the actual situation of each residential area. They focus on a number of issues such as weddings and funerals; hunger eradication and poverty reduction; forest protection and development; building a cultural lifestyle; citizens' responsibility towards the Fatherland; security and order; environmental sanitation... In addition, localities also integrate the building and implementation of village covenants and conventions in conjunction with the implementation of grassroots democracy regulations with the movement "All people unite to build a cultural life" (TDĐKXDĐSVH), thereby preserving and promoting traditional cultural values.

Talking about the role of village covenants and conventions in today's life, Head of the Department of Culture and Information of Nhu Thanh district Dinh Xuan Thang said: "The implementation of village covenants and conventions in villages, hamlets and neighborhoods in the district has contributed to creating positive changes in all aspects of social life, especially in building a cultural lifestyle. This is clearly shown in the fact that in the past, the Muong and Thai ethnic groups in the district still had some bad customs in weddings and funerals, but now they have been implemented in a more economical and concise manner. Thanks to that, people's lives have been increasingly improved, contributing to promoting socio-economic development. In the coming time, the district will continue to review the work of building and implementing village covenants and conventions to promptly amend and supplement them to suit the actual situation. At the same time, strengthen State management in supervising the implementation of village covenants and conventions to promptly detect violations during the implementation process."

In order for village covenants and conventions to increasingly come into life, all levels and sectors in the province need to continue to lead and direct the promotion of legal documents on the development and implementation of Decree No. 61/2023/ND-CP dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions of residential communities. Along with that, it is necessary to make the development and implementation of village covenants one of the important criteria for evaluating cultural families and cultural villages in each locality.
