1. Can traffic police issue fines through surveillance vehicles?
A fine is a term often used to refer to a form of handling violations after a certain period of time has passed. With this form of fine, the owners of the violating vehicles are not handled immediately after the violation, but the images of the violation will be recorded by a camera system installed on the street and sent to the processing center.
Accordingly, Article 19 of Circular 32/2023/TT-BCA stipulates the detection of administrative violations through professional technical means and equipment as follows:
- Traffic police officers use professional technical equipment and means to detect and collect violations of the law by people and vehicles participating in road traffic. Drivers of vehicles participating in traffic are responsible for cooperating with requests for inspection and control through professional technical equipment and means of traffic police officers.
- The results collected by professional technical equipment and means are photos, images, printed forms, measurement indexes, data stored in the memory of professional technical equipment and means; are counted, listed, printed into photos or records of violations and kept in the administrative violation case file according to the provisions of law and the Ministry of Public Security on file work.
- When technical equipment and vehicles detect and collect information and images of illegal acts of people and vehicles participating in road traffic, the person with the authority to impose penalties shall do the following:
+ Organize forces to stop vehicles to control and handle violations according to regulations. In case the violator requests to see information, images, and collected results about the violation, the Traffic Police Team will show them at the control point; if there is no information, images, or results at the control point, the violator will be instructed to see them when he/she comes to handle the violation at the unit's headquarters;
+ In case the violating vehicle cannot be stopped for control and handling of the violation, the provisions of Article 28 of Circular 32/2023/TT-BCA shall apply.
Thus, when detecting administrative violations through technical means and equipment, the Traffic Police have the right to impose fines on vehicle owners.
2. Instructions on how to look up traffic fines nationwide in 2024
2.1 Look up traffic fines on the website of the Traffic Police Department
To look up traffic fines on the website of the Traffic Police Department, people follow these steps:
Step 1: Access the website of the Traffic Police Department: http://www.csgt.vn/ . The section "Look up traffic violations by image" is on the right side of the screen.
Step 2: Enter the full license plate number of the vehicle to be checked and select the vehicle type (car or motorbike)
Step 3: Enter the security code (The alphanumeric character cluster next to the blank box)
Sometimes the security code cannot be entered, please try again and enter the correct combination of letters and numbers.
Step 4: Click Search to find results.
At this time, the system will return the results of the vehicle's traffic violations via the camera. If no results are found, the vehicle will not be fined.
2.2 Look up car fines on the website of the Vietnam Register
Step 1: Go to the website of the Vietnam Register at www.vr.org.vn then go to the Motor Vehicles section for vehicle owners in the Data Lookup section on the right side of the screen.
Step 2: Enter complete information to perform the search.
For 5-digit license plates: White license plates add the letter T at the end, blue license plates add the letter X, yellow license plates add the letter V
Similar to the stamp number, the current certificate enters the “-“ symbol separating the letters and numbers.
Step 3: Scroll down, the screen displays the notification of the authorities related to the vehicle at the bottom.
If the vehicle is fined, all information will be listed in the returned results section.
If this section is blank, it means that the vehicle has not been fined and the vehicle inspection is normal.
If a black box with violation handling information appears under this section, it means that the vehicle has not completed the fine payment and will be refused registration.
2.3. Check directly on the website of the Department of Transport
This method of looking up fines is only applicable to provinces and cities that have integrated fine lookup on the fine website.
