Attending the conference were Deputy Minister of Foreign Affairs Ngo Le Van, Vice Chairman of Tuyen Quang Provincial People's Committee Hoang Viet Phuong, Director of the Department of Foreign Affairs and Cultural Diplomacy (Ministry of Foreign Affairs) Le Thi Hong Van, leaders of units under the Ministry of Foreign Affairs and 200 delegates who are leaders and civil servants of local foreign affairs agencies and related departments and branches of 63 provinces and cities across the country.

Speaking at the opening of the Conference, Deputy Foreign Minister Ngo Le Van affirmed that this year's conference has many special and meaningful features. In 2025, the entire sector is striving to achieve achievements to celebrate the 80th anniversary of the establishment of the Diplomatic sector (August 28, 1945 - August 28, 2025).
The conference was held in Tuyen Quang, marking the first steps, strategic thinking, and foreign policy orientations of Vietnam under the leadership of President Ho Chi Minh, who was also the country's first Foreign Minister.
The Deputy Minister emphasized the important significance of the 2025 Conference of Leaders of Local Foreign Affairs Agencies in the context of the complicated, uncertain, unpredictable and increasing risks in the world and region, which have multi-dimensional impacts on the country's socio-economic development, in which the strong rise of science and technology, especially artificial intelligence, new energy and digital transformation, is opening up many opportunities and challenges for localities across the country.
In that context, Deputy Minister Ngo Le Van suggested that the Conference focus on exchanging and discussing key tasks and issues facing localities, and put forward proposals and solutions to more effectively implement local foreign affairs in the coming time.

Speaking at the Conference, Vice Chairman of Tuyen Quang Provincial People's Committee Hoang Viet Phuong expressed his joy that Tuyen Quang province, "Capital of the liberated zone - Capital of resistance", was honored to be the locality chosen by the Ministry of Foreign Affairs to organize the Conference of Leaders of Local Foreign Affairs Agencies in 2025.
The Vice Chairman also introduced to the delegates the potential and strengths in economic, cultural and social development of the province and highly appreciated the local foreign affairs work in recent times.
He believes that under the chairmanship of the Ministry of Foreign Affairs and the active and enthusiastic participation of delegates, the Conference will achieve many practical results, contributing to the overall development of Vietnamese diplomacy.

Nearly 200 delegates attending the conference focused on discussing and sharing experiences on the implementation of local foreign affairs and cultural diplomacy, promoting localities and connecting with foreign partners, focusing on implementing economic diplomacy and international integration in the new era, and at the same time recognizing opportunities and challenges for localities in foreign affairs. Thereby analyzing and evaluating the implementation results in the past time, drawing lessons for implementation in the coming time...
In his closing speech, Deputy Minister Ngo Le Van highly appreciated the urgent and responsible working spirit as well as the active participation of the delegates and congratulated the success of the Conference.
Deputy Minister Ngo Le Van suggested that localities fully grasp the foreign affairs and international integration policies of the 13th National Party Congress in foreign affairs; increase the advisory content on the three pillars of party foreign affairs, state diplomacy and people's diplomacy; prioritize the development of foreign affairs strategies and foreign affairs programs of their localities, especially in the context of new administrative unit arrangements; determine the development focus of each locality, but need to develop comprehensively, including political diplomacy, economic diplomacy, cultural diplomacy, defense-security diplomacy.
The Ministry of Foreign Affairs will continue to accompany and support localities in synchronously, effectively and comprehensively implementing all pillars of foreign affairs, effectively implementing the motto of "taking localities as the center of service";
The Deputy Minister also requested that units within the Ministry of Foreign Affairs take note and study to promptly respond and respond appropriately to the recommendations of local foreign affairs leaders, helping local foreign affairs to promote effectiveness in the new era, the era of national growth.

In the morning of the same day, at the Ministry of Foreign Affairs historical site, where the Ministry of Foreign Affairs was headquartered from late 1947 to 1954, the delegation held an incense offering ceremony to pay tribute and commemorate the great contributions of generations of cadres through the ages. At the Tan Trao special national relic site, the delegation offered incense at Na Nua hut, Tan Trao communal house and the Memorial Area of revolutionary predecessors; expressing respect and remembrance of the great contributions of President Ho Chi Minh and revolutionary predecessors.
On April 12, delegates will continue to exchange, discuss, and share experiences on foreign affairs of localities and visit and learn from tourism promotion experiences of Tuyen Quang province.
