TPO - The Hanoi high-tech biological park project invested by Pacific Land Vietnam Co., Ltd., after 17 years, is still "on paper", becoming a place for people to cultivate crops. The Chairman of the Hanoi People's Committee requested that this project be started before September 2.

The Hanoi Biological High-Tech Park (HTP) project has a prime location, located on the 10-lane Tay Thang Long route, opposite the new administrative center of Bac Tu Liem district.

According to research, the Hanoi Biological Industrial Park project was approved by the Prime Minister in 2007; the Hanoi People's Committee issued the first Investment Certificate on March 12, 2008.

The project is located in Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong, Co Nhue 2 wards (Bac Tu Liem district) with a total land area of ​​about 199.03 hectares. The project is invested by Pacific Land Vietnam Co., Ltd.

The total investment of the project is expected to be over 1 billion USD. Of which, 250 million USD is for technical infrastructure, service works, high-rise apartments, dormitories; 800 million USD for investment in laboratories, centers, research institutes, and universities. However, after 17 years, the Hanoi Biological Science and Technology Park project is still "on paper", causing public outrage.

Regarding the project, on August 28, 2024, the Management Board adjusted the project implementation schedule.

On September 29, 2024, the Prime Minister issued Decision No. 1054/QD-TTg on the establishment of Hanoi Biological Technology Park.

According to the Hanoi People's Committee, the project is slow to implement due to many reasons. Specifically, after adjusting the administrative boundaries of Hanoi (from August 1, 2008), projects in the city, including the Hanoi Biological Technology Park project, must wait for the review of the Capital's General Planning and the approved Urban Zoning Plan.

Along with that, during the implementation process, there were some changes and lack of synchronization in the regulations of related laws (Investment Law, Land Law, Urban Planning Law, Construction Law) which affected the project progress.

From 2021 to now, the city leaders have paid special attention to directing, urging, and removing difficulties to speed up the project implementation progress. For example, directing the removal of difficulties in the work of establishing the zoning plan for the construction of the Hanoi Biological High-Tech Park, scale 1/2000; the project to establish the Hanoi Biological High-Tech Park; the refund of land acquisition and clearance money for the amount of money the state has advanced and continued to advance land acquisition and clearance capital; adjusting the project implementation progress and land acquisition and clearance work...

Up to now, the project has basically resolved difficulties and obstacles regarding legal basis and mechanism to continue implementation in the coming time.

At a recent meeting on the project’s progress, Chairman of the Hanoi People’s Committee Tran Sy Thanh noted that this is a project that has been delayed for a long time. Therefore, removing obstacles and speeding up the project’s progress is an urgent requirement.

Chairman Tran Sy Thanh requested relevant departments, branches and the People's Committee of Bac Tu Liem district to focus on directing and striving to approve the 1/2000 scale zoning plan for the Hanoi Biological High-Tech Park in March 2025; complete site clearance no later than August 2025 and start construction before September 2, 2025.

According to the reporter's records on March 8, the items of the Hanoi Biological Industrial Park project have not yet been implemented.

Currently, the project's hundreds of hectares of land are still used for crop cultivation by people in Bac Tu Liem district.
