The 7th session of the 15th National Assembly will solemnly open on May 20, 2024, and is expected to close on June 28, 2024 in the form of a concentrated meeting at the National Assembly House, Hanoi; conducted in 2 phases. Phase 1: From May 20 to June 8, 2024. Phase 2: From June 17 to the morning of June 28, 2024. The total working time of the Session is expected to be 26.5 days.
Regarding legislative work, at this session, the National Assembly will consider and pass 10 draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on amending and supplementing a number of articles of the Law on Guards (according to the procedure at a session); Law on Management and Use of Weapons, Explosives and Support Tools (amended) (according to the procedure at a session).
The National Assembly will also consider and approve three draft resolutions, including: Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city; Resolution of the National Assembly on the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program.
The National Assembly will give opinions on 11 draft laws, including: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Combat of Human Trafficking (amended); Law on Fire Prevention, Fighting and Rescue; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Pharmacy.
Regarding socio-economic issues, state budget, supervision and other important issues, at the 7th Session, the 15th National Assembly will review reports and decide on socio-economic issues and state budget; review and approve the Resolution on the Supervision Program and establish the National Assembly's Thematic Supervision Delegation in 2025; conduct thematic supervision on "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023"; conduct questions and answers (duration 2.5 days).
The National Assembly will also consider and decide on the investment policy for the North-South Expressway construction project in the West, Gia Nghia (Dak Nong) - Chon Thanh (Binh Phuoc) section; consider and decide on adjusting the investment policy for the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period; and consider ratifying the document on the United Kingdom of Great Britain and Northern Ireland's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).
The National Assembly gave opinions on the investment policy of the National Target Program on Cultural Development for the 2025-2035 period; the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050; the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050; and the overall adjustment project of the Hanoi Capital Master Plan to 2045, with a vision to 2065.
Review the Report on the results of monitoring the settlement and response to voters' petitions sent to the 6th Session of the 15th National Assembly; Report synthesizing voters' and people's opinions and petitions sent to the 7th Session of the 15th National Assembly.
One of the important contents of the meeting is the content of reviewing and deciding on personnel work according to authority. According to the introduction of the Central Committee, at this 7th session, the National Assembly will elect the President and the Chairman of the National Assembly. In the program design, it is expected that the personnel work will begin at the end of the morning of May 20 and will be completed by May 22. The National Assembly will elect the Chairman of the National Assembly first and then elect the President. According to the Resolution of the 9th Central Committee Conference, there has not been an introduction of personnel for the Minister of Public Security. Therefore, this National Assembly has not approved or dismissed the position of Minister of Public Security.
At the 9th Conference of the 13th Party Central Committee (taking place from May 16-18), the Party Central Committee democratically discussed, carefully considered and reached a high consensus on the plan to complete the positions of President of the Socialist Republic of Vietnam for the 2021-2026 term and Chairman of the National Assembly of the Socialist Republic of Vietnam for the 15th term, 2021-2026 term, so that the National Assembly Party Delegation can introduce them to the National Assembly for consideration and decision at the 7th Session of the 15th National Assembly.
Accordingly, the Central Committee highly unanimously introduced: Comrade General To Lam - Politburo member, Minister of Public Security to be elected by the 15th National Assembly to hold the position of President and Comrade Tran Thanh Man - Politburo member, Permanent Vice Chairman of the National Assembly to be elected by the 15th National Assembly to hold the position of Chairman of the National Assembly.
