On the morning of July 9, the Politburo and the Central Party Secretariat held a national conference to disseminate Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo "on revolutionary ethical standards of cadres and party members in the new period"; Directive No. 35-CT/TW dated June 14, 2024 of the Politburo "on party congresses at all levels towards the 14th National Party Congress".

Regulation No. 144-QD/TW of the Politburo "on revolutionary ethical standards of cadres and party members in the new period" has 5 articles including: Article 1 - Patriotism, respect for the people, absolute loyalty to the Party and the Fatherland"; Article 2 - Courage, innovation, creativity, integration; Article 3 - Diligence, thrift, integrity, impartiality; Article 4 - Solidarity, discipline, love, responsibility; Article 5 - Exemplary, modest, self-cultivation, lifelong learning; Article 6 - Organization and implementation.

At the conference, delegates were informed by Comrade Le Minh Hung, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Commission of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo "on Party congresses at all levels towards the 14th National Congress of the Party". Directive No. 35 of the Politburo clearly stated: Party congresses at all levels for the 2025 - 2030 term are a broad political activity, taking place in the context of our country achieving many great achievements, important, outstanding and comprehensive results in the fields of: Party building and rectification and the political system, fighting against corruption and negativity; socio-economic development, national defense, security and foreign affairs. The role, potential, position and international prestige of our country continue to be enhanced; the strength of great national unity is strongly promoted; People's trust in the Party is increasingly consolidated and strengthened.

The Politburo's Directive sets out seven requirements for the preparation and organization of Party Congresses at all levels for the 2025-2030 term. These include the preparation and organization of Party Congresses at all levels must be led and directed by Party committees at all levels in accordance with the Party's regulations and principles; improve the quality of Party Congress documents at all levels; forecast the situation, clearly identify strengths, orientations, and development focuses; personnel work must ensure the direct and comprehensive leadership of the Party and Party committees at all levels and promote the role and responsibility of the collective leadership and heads according to regulations, ensure high solidarity and unity, be cautious in each step, "do everything with certainty"; there must be effective screening mechanisms and criteria so as not to "miss" those who are truly virtuous and talented...

Speaking at the conference, Comrade Luong Cuong, Politburo member and Standing member of the Secretariat, emphasized the need for cadres, party members, party committees and party organizations to seriously and effectively implement Regulation No. 144-QD/TW and Directive No. 35-CT/TW, creating a clear change in awareness and action throughout the Party and the political system, increasing consensus in society and among the people.

In particular, regarding Regulation No. 144-QD/TW, each Party Committee, Party organization, cadre and Party member must always raise awareness of the importance of the regulation, grasp and understand the regulation deeply; focus on the role and responsibility of the Party cell, Party committee, especially the head of the Party Committee in the process of disseminating and organizing the implementation of the regulation; each cadre and Party member must voluntarily study, strive, cultivate, practice, "self-reflect", "self-correct" according to revolutionary ethical standards.

Strengthen propaganda among the people, so that the people are clearly aware of the Party's political determination in the work of building and rectifying the Party and the political system; fighting against corruption and negativity; building a truly clean, strong and comprehensive Party and political system; actively participating in supervising the implementation of revolutionary ethical standards by cadres and party members; fighting to eliminate views and behaviors contrary to revolutionary ethics.

Regarding Directive No. 35-CT/TW on Party congresses at all levels towards the 14th National Party Congress, the Standing member of the Secretariat requested that it is necessary to organize well the dissemination of the Politburo's Directive, relevant regulations and instructions of the Central Committee and of the direct superior Party Committee, ensuring that Party members throughout the Party grasp, understand, correctly and synchronously and uniformly implement it from the Central to the grassroots level.

Leaders prepare well draft documents to submit to the congress; at the same time, organize well the discussion and contribution of opinions to the draft documents of their level and higher levels; organize the synchronous and comprehensive implementation of the requirements, tasks and solutions stated in the Directive on preparing and organizing Party congresses at all levels, especially the selection, introduction and election of new term Party committees to ensure quantity, improve quality, harmonious and reasonable structure, with inheritance and development.

Leading the work of preparing and conducting Party congresses at all levels, while leading the successful completion of local and unit political tasks, closely linking it with strengthening the work of building and rectifying the Party and the political system; studying and following Ho Chi Minh's ideology, morality and lifestyle; promoting propaganda and mobilizing the masses, patriotic emulation movements, and achieving achievements to welcome Party congresses at all levels towards the 14th National Party Congress...

“It is necessary to deeply understand the position and significance of this extremely important work, not only for organizing a Party Congress but also for its strategic significance closely linked to the fate of the Party, the survival of the regime, and the development of the country,” the Standing Member of the Secretariat emphasized.

Speaking at the Thanh Hoa bridge, Provincial Party Secretary Do Trong Hung requested all cadres and party members of the provincial Party Committee, especially management cadres at all levels, sectors and localities, to thoroughly grasp Regulation No. 144 and Directive No. 35 as well as other leadership and direction documents of the Politburo and the Secretariat in recent times.

Provincial Party Secretary Do Trong Hung emphasized that these are two very important documents that are closely related to each other. If Regulation No. 144 is well implemented, it will directly contribute to the successful organization of Party congresses at all levels in implementing Directive No. 35 and vice versa. Based on the analysis and clarification of the core contents related to the reality of the Thanh Hoa Provincial Party Committee, the Provincial Party Secretary requested that cadres, party members, party committees, localities, and units focus on thoroughly studying the new points of the two documents to be thoroughly implemented in the new situation.

To suit the conditions of the province, the Provincial Party Standing Committee will organize a conference to disseminate Regulation No. 144 and Directive No. 35 of the Politburo throughout the province; assign the Provincial Party Organizing Committee and relevant agencies to study and arrange to organize a conference throughout the province in early August 2024.

Provincial Party Secretary Do Trong Hung also requested the delegates attending the conference to promote the achievements and results achieved in the first 6 months of 2024, continue to unite, strive and strive to successfully implement the goals and tasks of the last 6 months of the year with the goal of completing and exceeding all targets and tasks in 2024, creating a premise for the Party Committee, government and people of Thanh Hoa province to successfully carry out the tasks in 2025 and complete the 5-year socio-economic development plan (2021 - 2025); successfully implement Resolution 58 of the Politburo, Resolution of the 19th Provincial Party Congress, build Thanh Hoa into a new growth pole in the North of the country.
