Conference to review the Program to mobilize and support the elimination of temporary and dilapidated houses in 2024

On January 13, the Steering Committee for Eliminating Temporary and Dilapidated Houses in Bac Giang Province (Provincial Steering Committee) held a conference to review the Program to mobilize and support the elimination of temporary and dilapidated houses in 2024; deploy the Implementation Plan and launch in 2025.

Attending the conference were comrades: Nguyen Viet Oanh - Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee; Mai Son - Permanent Vice Chairman of the Provincial People's Committee; Pham Van Thinh - Head of the Provincial Party Committee's Mass Mobilization Committee; Tran Cong Thang - Member of the Provincial Party Committee's Standing Committee; Dinh Duc Canh - Chairman of the Provincial Fatherland Front Committee; representatives of the Provincial Party Committee's Standing Committee; leaders of departments, branches, localities and representatives of collectives, organizations, enterprises and typical individuals.

In 2024, the Provincial Steering Committee received close attention and direction from Party committees, authorities, and organizations from the province to the grassroots level; the sharing and support of a large number of cadres, party members, union members, and members; and the consensus of people from all walks of life inside and outside the province. Implementing Plan No. 38/KH-BCĐ, on March 8, 2024, the Provincial Steering Committee held a launching ceremony for the Program at the Provincial Convention Center. At the launching ceremony, 28 agencies, units, and localities registered to support with an amount of over 83.5 billion VND and 43,500 working days; delegates attending the launching ceremony directly participated in supporting 99.1 million VND.

During the year, the Front at all levels mobilized over 86 billion VND to support the Program, of which the "For the Poor" Fund at all levels received over 36 billion VND in support of the Program. Over 51,000 working days, thousands of tons of raw materials and many other household items were mobilized.

With the theme "Millions of loving hearts, building thousands of Great Unity houses", in 2024, the Program to mobilize and support the construction and elimination of temporary and dilapidated houses for poor and near-poor households and support families of meritorious people facing housing difficulties, dilapidated houses that need to be repaired or rebuilt in the province has approved support to complete the construction and repair of 1,396 houses. Of which, 968 houses of poor and near-poor households, 233 houses of meritorious people, 195 houses of households in ethnic minority and mountainous areas have been started, achieving 100% of the plan and set goals.

To achieve this impressive result, right from the beginning of the year, the province has implemented many solutions, launched a broad and flexible movement, suitable for all people in the province as well as Bac Giang people living in all regions of the country, with the spirit of "Whoever has something to contribute, whoever has merit contributes merit, whoever has property contributes property, whoever has a lot contributes a lot, whoever has a little contributes a little" supporting from funding, working days for transportation, dismantling, supporting bricks, bamboo, paint, doors, ... to household items and household items for households after handing over the house.

Speaking at the conference, delegates focused on analyzing the existing problems and difficulties and sharing creative approaches in the implementation of the Program. Thereby, proposing solutions to continue to create a strong change in the awareness and responsibility of Party committees, authorities, the Fatherland Front, socio-political organizations, businesses and the whole society towards households facing housing difficulties in 2025.

With the theme "Warm home for Bac Giang people", in 2025 the province continues to set the goal of completing the elimination of temporary and dilapidated houses for 882 houses, including 523 newly built houses and 359 repaired houses. Of these, there are 245 houses for people with revolutionary contributions; 110 houses for poor and near-poor households under 02 National Target Programs; 527 houses for poor and near-poor households under the Program to eliminate temporary and dilapidated houses with a minimum implementation budget of about 45 billion VND, ensuring a minimum support level of 60 million VND for newly built households; 30 million VND for repaired households.

Speaking at the conference, on behalf of the Provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee and Provincial Steering Committee, Chairman of the Provincial People's Committee Nguyen Viet Oanh acknowledged and commended the achievements and results achieved in implementing the Program to eliminate temporary and dilapidated houses of all levels and sectors in 2024. The Chairman of the Provincial People's Committee thanked the support and contributions of the business community, collectives, individuals, philanthropists and all the people in taking care of people's lives, ensuring social security in general and implementing the Program to mobilize support to eliminate temporary and dilapidated houses.

To complete the tasks of the Program to eliminate temporary and dilapidated houses in 2025, the Chairman of the Provincial People's Committee requested Party committees, authorities, departments, branches, sectors, the Fatherland Front and organizations, and Steering Committees at all levels to continue to identify the elimination of temporary and dilapidated houses for poor households, near-poor households, and households with meritorious services as an important political task that needs to be focused on and implemented with the spirit of "High determination, great efforts, drastic actions; focused, key, and thorough implementation; clear assignment of people, clear tasks, clear time, clear responsibilities, clear results, and clear products". Strive to complete the elimination of 100% of temporary and dilapidated houses for households that meet legal conditions on land in September 2025 to make achievements to welcome the 20th Provincial Party Congress; focus on removing obstacles, striving to achieve the highest results in eliminating temporary and dilapidated houses for households that do not meet the conditions.

Extensively and effectively deploy information and propaganda work, create social consensus, and spread the emulation movement "Join hands to eliminate temporary and dilapidated houses nationwide in 2025". Timely recognize and commend outstanding collectives and individuals; encourage and replicate effective models, initiatives, and methods that make practical contributions to the Program to eliminate temporary and dilapidated houses.

Strengthen social mobilization, mobilize resources; proactively develop plans, implement seriously and effectively; ensure publicity, transparency, and compliance with regulations. Regularly urge, inspect, supervise and evaluate, learn from experience; promptly report, advise, and coordinate to resolve difficulties and problems during the implementation process...

At the conference, on behalf of the Provincial Party Committee, People's Council, People's Committee, Fatherland Front Committee of the province and the Provincial Steering Committee, Chairman of the Provincial People's Committee Nguyen Viet Oanh launched the Program to mobilize and support the elimination of temporary and dilapidated houses in 2025 with the theme "Warm homes for Bac Giang people". At the same time, he called on agencies, units, organizations, enterprises, collectives, individuals, all cadres, civil servants, public employees, workers; soldiers of the armed forces; all classes of people in the province, Bac Giang people living in all parts of the country and abroad to join hands, unite, promote the spirit of "mutual love and affection", pay attention to support spiritually and materially, accompany Bac Giang province in implementing the goal of eliminating temporary and dilapidated houses, supporting poor households, near-poor households, and households with meritorious services in 2025, contributing to the goal of hunger eradication, poverty reduction, and ensuring social security.

At the conference, 24 collectives and 16 individuals with outstanding achievements in implementing the Program to mobilize and support the elimination of temporary and dilapidated houses in 2024 were awarded Certificates of Merit by the Chairman of the Provincial People's Committee; many collectives and individuals with outstanding achievements in implementing the Program to mobilize and support the elimination of temporary and dilapidated houses in 2024 were also awarded Certificates of Merit by the Chairman of the Provincial Fatherland Front Committee.

After implementing the Implementation Plan and launching the Program to mobilize and support the elimination of temporary and dilapidated houses in 2025, at the conference, the Provincial Fatherland Front Committee received more than 32.5 billion VND from districts, towns, cities; agencies, units, and enterprises in the province.
