Steering Committee meeting to implement support for eliminating temporary and dilapidated houses in Cao Bang province

On the morning of April 1, the Steering Committee (SC) for supporting the elimination of temporary and dilapidated houses in the province held a meeting to unify some directive contents. Comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the SC; Comrade Trinh Truong Huy, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Standing SC co-chaired the meeting. Attending were Colonel Vu Hong Quang, Member of the Standing SC, Director of the Provincial Police; members of the SC, and support team.

In the first 3 months of 2025, the Standing Committee of the Provincial Party Committee and the Provincial Steering Committee regularly directed and urged members of the Provincial Steering Committee, provincial departments, branches, and People's Committees of districts to promote the spirit of initiative and creativity to determine the determination to complete the program in 2025. 10/10 localities have issued decisions to assign targets for eliminating temporary and dilapidated houses in 2025 to communes and towns and implemented the signing of commitments to complete the program before September 30, 2025 to the commune level. Inspection and supervision work has received attention.

According to the assigned target in Decision No. 70 of the People's Committee dated January 22, 2025, the number of houses to be implemented in 2025 in the whole province is 7,115 houses, with a support budget of 371 billion 225 million VND. In fact, the districts have assigned a target of 7,085 houses (reduced by 30 houses due to incorrect targets). The total number of completed houses is 1,762 houses (including 1,277 newly built houses; 485 repaired houses) reaching 24.8%; 1,595 houses are under construction. The number of houses not yet implemented is 3,728 houses. In fact, the number of houses transferred from 2024 to be implemented in 2025 is 619 houses; 236 houses have been completed; 110 houses are under construction; 273 houses have not been implemented. Disbursed 5 billion 989 million VND, of which 4.2 billion VND from the central budget, 564 million VND from the local budget, and 1.2 billion VND from other sources. Mobilized support of 390 working days... However, according to the assessment, the progress of program implementation is still very slow. Of which, the district with the highest completion rate is Ha Lang (58.7%), the lowest is Thach An district (10.4%).

At the meeting, delegates focused on discussing a number of difficulties and problems such as: the handover of the program's permanent tasks, the coordination between agencies and units is not close, specific, and unified; the work of reporting and updating data according to the province's progress monitoring table has not been paid attention to and closely directed by the Party Committee and authorities; some localities have not yet grasped the area, have not closely followed the implementation situation of each household, and have not collected sufficient information. Many households are in really difficult circumstances, do not have counterpart funds, some areas are large, and have difficulty in transporting materials; the number of households with land problems is relatively large but has not been resolved promptly; some households still have the mindset of waiting and relying on the State's support, have not promoted the spirit of self-reliance, self-reliance, and mobilizing internal resources to build their own houses...

Concluding the meeting, Comrade Trieu Dinh Le, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Steering Committee welcomed the efforts of all levels, sectors, and members of the Steering Committee in the past time, especially in the first quarter of 2025, when there were many efforts in implementing the program. However, there are still some places that are not really drastic, there are still general and vague situations, and there is a risk of not achieving the set goals.

Affirming the determination to complete the goal of eliminating temporary and dilapidated houses before the 20th Congress of the Cao Bang Provincial Party Committee, he proposed: Regarding the support subjects, continue to focus on the number according to the target in Decision No. 70, no additional; agree to review the reduced subjects if the households are duplicate subjects, not the right subjects, have moved elsewhere, have no need... For households that register for repair but have degraded houses that need to be replaced, from the hamlet and commune levels, a meeting will be held to agree, re-evaluate and be responsible for proposing to higher levels for decision. Regarding funding, the province and district commit to the people to have enough funding to support according to the project. In particular, the Department of Finance is assigned to closely follow and arrange sufficient funding from the budget including central and local budgets; use the support source of 131 billion VND from the Ministry of Public Security; continue to promote the mobilization of socialized resources in many forms...

It is recommended that members of the Steering Committee, districts and cities continue to strengthen inspection and supervision work, grasp the situation of each locality and each household, including the active participation of the police force in the spirit of "Household heads take the lead in implementing, community supports; Party committees and authorities direct, inspect and supervise". Every month, each comrade assigned to be in charge of the locality reports to the Steering Committee on the progress of the program implementation in the locality under their responsibility, each member mobilizes funds to support at least 2 households. It is recommended that the standing agency develop a summary table that is close to the central table, facilitating weekly reporting. Localities continue to urgently complete the Steering Committee.

Regarding the time, it is agreed to start construction of all remaining houses before May 19; to complete before September 30, 2025. Some units will do it earlier, such as: Cao Bang city will summarize the program in May 2025; Hoa An will summarize in June... The Provincial Police will preside over the launching ceremony of the emulation movement to complete the elimination of temporary and dilapidated houses and agree to approve the draft of the revised regulations, assign the Steering Committee, and establish a support team to present at the meeting.
