On April 1, Vice Chairman of Hanoi People's Committee Duong Duc Tuan signed and issued Official Dispatch No. 1176/UBND-NNMT on implementing Official Dispatch No. 25/CD-TTg dated March 23, 2025 of the Prime Minister.

The City People's Committee requests the People's Committees of the districts: Ba Vi, Chuong My, My Duc, Soc Son, Thach That, Quoc Oai and Son Tay town to direct relevant departments, agencies, units and commune-level People's Committees to strictly implement forest protection and forest fire prevention. Assign leaders of the district People's Committees to directly lead and direct functional departments to coordinate and arrange forces to be on duty to prevent and fight forest fires.

Districts and towns direct the People's Committees of communes with forests to strengthen patrolling and inspection of forest management, protection and forest fire prevention and fighting in the locality, especially in key areas with frequent risks of forest fires; propagate and mobilize local people to fulfill their responsibilities in forest protection and forest fire prevention and fighting in accordance with the law; strengthen control and restrict people from entering and exiting areas at risk of forest fires.

Direct the People's Committees of communes managing forest areas and forest owners in the area to strictly implement the forest fire prevention and fighting plan that has been developed. Units and localities are proactive and ready to mobilize forces to respond promptly when a forest fire occurs according to the "4 on-site" motto, ensuring that in all situations, means and forces are promptly handled, minimizing damage caused by forest fires, ensuring safety for people and means participating in forest fire fighting; safety for people and property of people in the area where the forest fire occurs.

The Chairman of the People's Committee of districts and towns with forests is responsible to the Chairman of the City People's Committee if forest fires, deforestation, or violations of forestry land management occur without timely prevention, without thorough and effective handling measures, and without reporting as prescribed.

The City People's Committee assigned the City Police to direct professional departments to coordinate with forest rangers and local authorities to thoroughly handle cases of forest destruction and deforestation; to grasp, investigate and strictly handle violators of forest protection and forest fire prevention and fighting in districts and towns with forests.

The Fire Prevention, Fire Fighting and Rescue Police force has increased coordination with the forest rangers to organize inspections, guide forest owners and People's Committees of communes with forests to develop plans to protect forests and prevent and fight forest fires, ensuring proactive forces and means to fight forest fires according to the "4 on-site" motto.

The Department of Agriculture and Environment coordinates with the People's Committees of districts and towns with forests, the City Police, and the Capital Command to inspect, review, and take effective measures to manage and protect forests and prevent and fight forest fires, and report to the City People's Committee according to regulations.

At the same time, direct the Hanoi Forest Protection Department to organize forces to increase patrols and inspections of areas at high risk of forest fires, especially in areas with spiritual tourism activities, festivals... to promptly detect and prevent the risk of forest fires; organize and arrange forces on duty 24/24 hours during peak forest fire times. When detecting a forest fire, it is necessary to notify according to the provisions of law and mobilize forces promptly to participate in forest fire fighting...
