On the morning of February 16, the State Steering Committee for important national programs, works and projects, key to the energy sector, held an online conference between members of the Steering Committee and 9 provinces with the 500 kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) to listen to reports on the project's progress.
Comrade Nguyen Hong Dien, Minister of Industry and Trade, Deputy Head of the State Steering Committee for important national programs, works and projects, key to the energy sector chaired the conference.
Attending and chairing at the Ninh Binh provincial bridge point was comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. Also attending were representatives of leaders of a number of departments, leaders of Kim Son district and a number of related units.
The 500 kV line project, circuit 3 (from Quang Trach to Pho Noi) has a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. The entire project has a total of 1,179 column foundations, with a total investment of more than 22,000 billion VND. Details are made into 4 projects including: The 500 kV Quang Trach - Quynh Luu line project has a length of 225.8 km, with a total investment of more than 9,800 billion VND; The 500 kV Quynh Luu - Thanh Hoa line project has a length of 92 km, with a total investment of more than 4,000 billion VND; The 500 kV transmission line project of Nam Dinh I Thermal Power Plant - Thanh Hoa has a length of 74.4km, with a total investment of nearly 3,000 billion VND; the 500 kV transmission line project of Nam Dinh I Thermal Power Plant - Pho Noi has a length of 126.9km, with a total investment of more than 5,500 billion VND.
Up to this point, all projects have completed investment preparation work in accordance with the law; construction contractors have been selected.
Site clearance and handover of column foundations and corridors for construction have also been urgently implemented. The National Power Transmission Corporation has coordinated with localities to strengthen propaganda and mobilize households to accept advance payments and promptly hand over the site to the investor.
Up to now, 4 projects have handed over 1,075/1,180 column foundation locations and 124/503 anchorage spaces. Ninh Binh province has 21 locations, and has mobilized to hand over 21/21 locations.
Supervision and supervision of contractors have been strengthened to speed up construction progress. Despite the maximum support from the investor, some contractors are still slow in arranging, organizing and implementing construction. In the coming time, if contractors continue to be behind schedule, the National Power Transmission Corporation will consider handling according to regulations and terminate the contract or part of the contract to select another contractor to participate in the implementation of the delayed construction work.
During the implementation of the Project, there were also some difficulties and problems, such as the use of forest areas for temporary roads and temporary storage of materials for construction, which currently has no regulations or instructions. Regarding the area of conversion of natural forest use purposes for the column foundation, which has been approved by the Prime Minister, during the technical design phase, due to the need to accurately design solutions, the coordinates of the column foundation locations may be different. These are also difficulties in the appraisal and approval of the dossier on forest use purpose conversion in the provinces.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Cao Son said that up to now, Ninh Binh province has no problems. In the report of Vietnam Electricity Group, there is no request for Ninh Binh. Up to now, Ninh Binh province has mobilized early handover of 21/21 locations, being the earliest unit to hand over all locations.
Concluding the conference, Comrade Nguyen Hong Dien, Minister of Industry and Trade, Deputy Head of the State Steering Committee for important national programs, works and projects, key to the energy sector, affirmed: The 500 kV line project, circuit 3 (from Quang Trach to Pho Noi) is very important to enhance the capacity of the 500 kV North - Central transmission grid, helping to increase the transmission capacity between the Central and Northern regions from about 2,200 MW at present to about 5,000 MW, contributing to ensuring electricity supply for the North at present and in the coming years.
After listening to the reports of the investor and related localities and units, the Steering Committee highly appreciated the ministries, branches and localities for their good coordination with the investor in the past time and the completion of a large amount of work; the construction work was carried out simultaneously on the entire route, many difficulties and problems are being focused on solving; the construction units worked in the spirit of 3 shifts, 4 shifts, working through Tet...
The Minister of Industry and Trade emphasized that the Project's workload is still large and there are many difficulties and obstacles, the progress has not met the requirements of the Prime Minister; many sites have not been handed over, some locations have been handed over but cannot be constructed... It is requested that ministries, branches and localities review the assigned tasks and work to proactively remove difficulties and obstacles in February 2024. In particular, the Ministry of Agriculture and Rural Development needs to report to the Government for consideration and have a political decision on amending and supplementing Decree 156/ND-CP, dated November 16, 2018 of the Government to resolve difficulties and obstacles regarding the permission to impact forests for project construction.
It is recommended that localities promptly hand over the site or remove difficulties for the site that has been handed over but cannot be constructed yet so that the project can be implemented according to plan.
