The conference listened to reports on the implementation of socio-economic development tasks , ensuring national defense and security in 2023, the plan for 2024; the situation of local budget revenue and expenditure in 2023; the estimate and allocation of budget revenue and expenditure in 2024; the 3-year local financial and budget plan, period 2024 - 2026; the request for approval of the Provincial People's Council to approve the local budget settlement in 2022; the request for approval of the Provincial People's Council to approve the provincial planning for the period 2021 - 2030, with a vision to 2050 of the Party Committee of the Provincial People's Committee ; the report on the assessment of the implementation of tasks in 2023, the direction, goals and tasks in 2024 of the Provincial Party Committee .

In 2023, under the drastic and flexible leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the participation of the entire political system, 14/26 main targets on socio-economic development , ensuring national defense and security achieved and exceeded the plan ; of which , 10 targets exceeded the plan . Notably: The GRDP growth rate in 2023 is estimated at 7.01%, higher than the target of the Provincial Party Congress Resolution, quite high compared to the national average (forecast 5%), among the top 14 provinces in the Northern midland and mountainous region. The economic structure has shifted in the right direction. Restructuring agricultural production associated with implementing support policies under the national target program, converting crop structure, building production linkage models; The application of scientific and technological advances in production and the improvement of economic value chains have been gradually implemented effectively and in the right direction ...

Leaders of Tuan Giao District Party Committee shared good practices in developing macadamia growing areas in the area.

The industrial and construction sector continues to be a bright spot in promoting economic growth in the whole sector; total social investment capital continues to increase significantly compared to the same period last year (up 14.36%); key programs and projects continue to receive close and drastic direction. The Dien Bien Airport Upgrade and Expansion Project, completed and put back into operation from December 2, 2023, will be the driving force, creating momentum to promote economic growth in the coming years. In addition, the trade and service sectors continue to have strong development, with total retail sales of goods increasing by 28.93%; revenue from tourism activities increasing by 26.45%; total revenue from transportation activities increasing by 45.12%; export turnover increasing by 33.76%.

Poverty reduction and social security work has many positive changes. In 2023, 3,104/5,000 households completed house building according to the Project to mobilize and support the construction of great solidarity houses launched by the Vietnam Fatherland Front Committee .

Delegates also unanimously approved the socio-economic development plan , ensuring national defense and security in 2024; the inspection and supervision program of the Provincial Party Committee in 2024 and other important contents.
