
Lack from province to grassroots
The shortage of staff in the youth union in the province has been going on for a long time but so far there has been no solution to overcome it.
According to the report of the Provincial Youth Union on the situation of the Youth Union's cadre work in the whole province, based on the personnel plan, up to now, the Provincial Youth Union Standing Committee is short of 4 people, the Provincial Youth Union Executive Committee is short of 2 people.
The staff in the Provincial Youth Union's payroll currently has only 21 people, with 8 vacant positions out of the total assigned in 2024 according to Decision No. 1222 dated February 2, 2024 of the Provincial Party Committee.
In addition, the standing agencies of the Youth Union of districts, towns and cities were assigned a total of 76 positions, but currently have only 63 staff, with 13 positions remaining.
On the other hand, many localities have rotated cadres, including secretaries and deputy secretaries of the Youth Union, leading to a shortage of district-level Youth Union cadres. Currently, Tay Giang and Nong Son districts are lacking the position of Youth Union secretary; Dong Giang, Phuoc Son, and Bac Tra My districts are lacking the position of deputy secretary of the Youth Union.
Up to now, the whole province has 24 subordinate youth union units including 18 district, town and city youth unions and 6 subordinate youth union units (of which 3 units belong to the armed forces operating according to the regulations of the industry), there are 490 grassroots youth union organizations including 1 grassroots youth union, 336 grassroots youth unions (of which 241 are commune, ward and town youth unions) and 153 grassroots youth union branches, with 3,581 youth union branches. The total number of current youth union members is 59,458.
At the grassroots level, out of 241 commune-level localities in the province, 6 units are lacking the position of Youth Union Secretary. On the other hand, out of 235 current commune-level Youth Union Secretaries, 40 are over 35 years old (accounting for 17.02%); 177 are between 30-35 years old (accounting for 75.3%), with only 18 cases under 30 years old (accounting for 7.6%).
Secretary of the Provincial Youth Union Pham Thi Thanh said that the current issue of lacking union cadres is very “hot”. At the Provincial Youth Union office, there are currently 21 cadres on the payroll, if excluding accountants and clerks, there are only 19 people doing union work. There were years when the entire office only had more than 10 people doing union work, because some were on maternity leave, or sent to political studies…
To solve the shortage of cadres, the Provincial Youth Union Standing Committee has issued a document to accept civil servants to work at the Provincial Youth Union office, but so far no applications have been sent.
The prolonged shortage of human resources has affected the quality of consulting on the implementation of youth union activities and youth movements in the province.
Proposal to organize the entrance exam
According to the Provincial Youth Union report, in addition to the lack of cadres, the rotation and transfer of older union cadres, especially at the district and grassroots levels, still faces many difficulties.
Some people have not been assigned suitable jobs when they are too old to be a union officer. The source of union officers from the school sector such as teachers in charge of the general affairs department and secretaries of high schools is not qualified.
Planning for leadership and management positions of the union faces many difficulties due to age regulations. Some localities have not yet found a source of successors to plan for key positions of the union.
The Provincial Youth Union recommends that the Provincial Party Committee Standing Committee pay more attention and direct more strongly the provincial and district-level agencies, departments and branches to create conditions for a number of young cadres who are capable of working in the Youth Union to work at the standing agencies of the Provincial and District Youth Union. At the same time, create conditions to receive and arrange suitable jobs for over-age Youth Union cadres.
Believing that if the quality of the input union cadres is not good, the output will be affected, Secretary of the Provincial Youth Union Pham Thi Thanh suggested: "Party committees at all levels should pay attention and recognize that the work of union cadres must be different from other organizations; it needs to be paid attention from the beginning and have a specific roadmap."
In two consecutive meetings of the Provincial Front and socio-political organizations in the fourth quarter of 2023 and the first quarter of 2024, Standing Deputy Secretary of the Provincial Party Committee Le Van Dung paid attention to and directed the settlement of the Provincial Youth Union's recommendations.
According to comrade Le Van Dung, only by recruiting new graduates to work in the Youth Union can we supplement the young force for the Union. Because currently, agencies and units have few young cadres to rotate through the Union.
To solve the shortage of staff, comrade Le Van Dung suggested that the Provincial Party Committee's Organizing Committee advise the Central Party Committee on the policy of holding separate civil servant recruitment exams for the Youth Union.
