Complete the program of building and repairing houses for the poor on the occasion of the 80th anniversary of the founding of the country

Nghe An must complete the program of mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the area in the period of 2023 - 2025 before August 31, 2025, before the 80th anniversary of the founding of the country. That is the direction of the Provincial Party Secretary, Chairman of the Provincial People's Committee Nguyen Duc Trung at the meeting of the Steering Committee for mobilizing and supporting the construction and repair of houses for the poor and people with housing difficulties in the province to evaluate the results of the implementation of Program 1838 in 2024 and orient tasks in 2025.

As of early December 2024, district-level localities have reviewed and approved the list of 17,761 households in need of support for housing construction and repair in the 2023-2025 period. Of which: 3,590 households built prefabricated houses; 9,443 households built new houses; 4,728 households repaired. Up to this point, there have been an increase of nearly 1,400 houses compared to March 2024 and an increase of more than 2,061 houses compared to the plan for the entire period.

Comrade Nguyen Duc Thanh - Vice Chairman of the Provincial Fatherland Front Committee presented a report on the implementation of the Program to mobilize and support the construction and repair of houses for the poor and people with housing difficulties in 2024.

As a result, 149 organizations and individuals have registered to mobilize and support a total of 12,100 houses, equivalent to more than 614.6 billion VND. Since the beginning of the Program, the whole province has mobilized a total of over 843 billion VND in various forms; supported the construction and repair of nearly 11,790 houses, reaching 75% of the demand for the entire period of 2023 - 2025 and 66.36% compared to the arising demand.

After nearly 2 years of implementing Directive 21, by the end of this year, 8/21 localities have completed the period 2023 - 2025 ahead of schedule.

According to the report of the members of the Provincial Steering Committee, in 2025, the whole province will have to support the construction of 5,974 houses. Of which, 4,892 houses, equivalent to a cost of nearly 87.9 billion VND (according to the new norm), need to continue to mobilize resources for construction. On that basis, key tasks and implementation solutions are proposed.
In his concluding remarks at the conference, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Duc Trung, Head of the Steering Committee, agreed with the assessment of the results achieved, the shortcomings and limitations pointed out, and the direction and goals for 2025. On that basis, he noted a number of contents that the Provincial Steering Committee will have to implement in the coming time. That is, it is necessary to review the number of newly built houses and remaining repair support throughout the province, with data finalized before December 31, 2024. From there, clearly separate the implementation sources; including data on new construction and support for people with meritorious services.

Regarding implementation resources, localities must specifically identify which subjects benefit from the national target program sources. For social mobilization sources, the leading units, sectors, and localities that have committed must also clearly announce the completion time and report before December 31. For the remaining amount, the province will allocate the provincial budget from increased revenue sources, absolutely not allowing a shortage.

The Provincial Party Secretary and Chairman of the Provincial People's Committee also agreed on the level of support for all subjects according to the direction of the Prime Minister: 60 million VND for new construction, 30 million VND for repair for 1 family. The time to complete the entire support program, construction, and repair of houses for the poor and people with housing difficulties must be before August 31, 2025 - on the occasion of the 80th anniversary of the founding of the country.

The provincial leader emphasized: this is a program of extremely humane significance, so each member of the Steering Committee, departments, branches, and localities, according to their assigned tasks, must be responsible, pay close attention and direct to complete the program on target and on schedule. After the 20th Provincial Party Congress, a summary of the program to mobilize, support, build, and repair houses for the poor and people with housing difficulties will be conducted in the period of 2023 - 2025./.
