However, if the act of making flowers with Vietnamese currency involves cutting, tearing, etc., leading to the destruction of Vietnamese currency, this is a prohibited act according to Article 3 of Decision 130/2003/QD-TTg.

“Illegal acts of vandalizing or destroying Vietnamese currency will be subject to a fine of VND 10,000,000 to VND 15,000,000 according to the provisions of Clause 3 and Clause 5, Article 31 of Decree 88/2019/ND-CP.
