Speaking to VTC News reporter, Lawyer Nguyen Duc Chanh (Ho Chi Minh City Bar Association) said that according to current legal regulations, there is no prohibition on making flowers with Vietnamese currency, nor is there a prohibition on fans giving money to artists. However, if the act of making flowers with Vietnamese currency involves cutting, tearing, etc., leading to the destruction of Vietnamese currency, this is a prohibited act according to Article 3 of Decision 130/2003/QD-TTg.
“Illegal acts of vandalizing or destroying Vietnamese currency will be subject to a fine of VND 10,000,000 to VND 15,000,000 according to the provisions of Clause 3 and Clause 5, Article 31 of Decree 88/2019/ND-CP. In addition, violators may also be subject to additional penalties: confiscation of all exhibits and means of committing the violation” - Lawyer Nguyen Duc Chanh (Ho Chi Minh City Bar Association) shared.
