Inspection centers in Ho Chi Minh City cool down after automatic registration extension
After Circular 08/2023/TT-BGTVT amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT of the Ministry of Transport regulating the technical safety and environmental protection inspection of road motor vehicles officially took effect, VTC News reporters recorded on June 13 that at a number of inspection centers, the situation of overload and congestion no longer existed.
At the 50-05V Inspection Center, Hong Ha branch, Tan Binh district, Ho Chi Minh City, the number of vehicles coming for inspection has decreased significantly compared to before, inspectors sit and rest, waiting for customers. At some times of the day, there are few vehicles coming for inspection. Vehicles coming for inspection can enter the line immediately, without having to wait in line.
The few vehicles lined up outside the Hong Ha Inspection Center are vehicles that have completed the inspection process and are waiting for new stickers.
Inside the waiting room for submitting documents for vehicle inspection procedures, there were only a few vehicle owners sitting and waiting their turn.
According to records, most of the vehicles coming for inspection here today are vehicles that are not on the list of vehicles that are automatically extended for inspection cycles according to Circular 08/2023/TT-BGTVT.
In the past few days, cars were often lined up in the waiting area, waiting for their turn to be inspected. However, there were only about a dozen cars waiting to be inspected according to their appointment.

An employee of this inspection center said that from this morning until noon, the center had only completed inspection procedures for about 40 cars. There were even times when the inspection area was empty, with inspectors sitting and waiting for cars to come in for inspection.
It is known that this center has 6 inspectors, with a capacity to inspect 120 vehicles/day, but in recent days, only about 80 vehicles are inspected each day.
Because the center does not accept appointments via the app, the number of vehicles queuing for inspection reflects the actual decrease in demand. The new circular has immediately reduced the workload at inspection centers.
Mr. Nguyen Chi Linh, in charge of the 50-05V Inspection Center, said that right after some vehicles were automatically allowed to extend their inspection cycles, the number of previously registered vehicles that did not come for inspection accounted for nearly half of the number of vehicles that the center received appointments for each day.

The situation at the 50-03S Vehicle Inspection Center in Thu Duc City is also clear. The leader of this vehicle inspection center said that since Circular 08/2023 was applied, the center has cooled down significantly compared to before, partly due to the decrease in the number of private vehicles coming for inspection.
Vehicle owners who had scheduled their vehicle inspections all arrived on time, many arrived earlier than their scheduled time because they were worried that the procedures would take too long. However, because the number of vehicles was not too crowded, the waiting time was shortened.
At this center, around 9am, Mr. Nguyen Thanh Tri (living in District 3, Ho Chi Minh City) brought his car in for inspection right away, without having to wait in line.
"When I came to get the inspection done, I didn't think the center would be this empty. My car was just behind another car in the inspection area and it was my turn. I didn't have to wait. I think everyone should take advantage of this time to get the inspection done, it will save a lot of time, " said Mr. Thanh Tri.
Ventilation is also the situation at Inspection Center 50-03S in Thu Duc City.
According to the reporter's records, most of the vehicles coming to this center for inspection today are personal vehicles whose inspections have expired, trucks, and commercial transport vehicles.
Mr. Tran Mau Thanh Trung - Deputy Director of Inspection Center 50-12D (Binh Chanh district) said that since the official application of automatic inspection extension, this center has also recorded a number of cases where vehicles have registered on the application but did not come for inspection.
The leader of the 50-12D Vehicle Inspection Center also said that at this time, if a personal vehicle is in the group with an extended inspection cycle and the vehicle owner does not need to come to the center for inspection, they should proactively cancel the previously successfully registered schedule.
There are times when the inspection area is empty and the inspector sits and waits for the vehicle to come for inspection.
" Any vehicle owner who does not plan to bring their vehicle to the inspection center should proactively cancel the appointment early. This will create a free appointment for vehicle owners whose vehicles have expired and are eligible to have their vehicle inspected earlier," said Mr. Trung.
Mr. Bui Hoa An, Deputy Director of the Ho Chi Minh City Department of Transport, informed that the city has about 200,000 vehicles that will have their registration automatically extended for another 6 months according to Circular 08/2023/TT-BGTVT.
In addition, Ho Chi Minh City still has nearly 100,000 vehicles whose registration has expired since previous months but has not been renewed. Among them are many private vehicles, commercial vehicles transporting goods and passengers.
" Hopefully, the automatic registration renewal will help Ho Chi Minh City reduce the huge pressure in the next 6 months. During that time, the centers will focus on prioritizing the settlement of the above expired vehicles to help people and businesses reduce losses," said Mr. An.
