Speaking at the opening of the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council stated: The 22nd session of the Provincial People's Council decided on many important contents. Speaking at the meeting, the Provincial Party Secretary highly appreciated the efforts, solidarity, high political determination, innovation, proactiveness and creativity of the Provincial People's Council, Provincial People's Committee, the Fatherland Front, mass organizations, sectors, levels, business community and people in implementing the socio-economic development tasks of the province in 2024. Closely follow the viewpoints, goals, tasks, and solutions for socio-economic development in the period of 2021-2025 stated in the resolutions and directive documents of the Central Government and the Provincial Party Committee, especially the new viewpoints, orientations, and strategic solutions of the Central Government to institutionalize and identify specific solutions in the resolutions of the People's Council to ensure that they are close to the actual situation and suitable to the development conditions of the locality. In particular, it is necessary to thoroughly grasp the direction of General Secretary To Lam at the working session with provincial leaders on reviewing and preparing well the conditions for restarting the Ninh Thuan Nuclear Power Plant according to the central government's policy; in the immediate future, step up propaganda and dissemination work, create high consensus and unity among cadres, party members and people of all walks of life. After the direction speech of the Provincial Party Secretary, Comrade Nguyen Long Bien, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, briefly reported on the implementation of the socio-economic development tasks in 2024; directions and tasks for 2025. The report stated: In 2024, the Provincial People's Committee closely followed the direction of the Central Government and the Provincial Party Committee, with high political determination, focused on directing and operating decisively, flexibly, creatively, effectively, closely following the situation, focusing on key points, achieving and exceeding 12/18 targets assigned by the Provincial People's Council resolution. The economy grew quite well, with GRDP increasing by 8.74%. The agricultural and rural economy maintained stable growth. Industry and construction increased quite well, up 12.84%; the breakthrough in renewable energy continued to be effective; the added value of the energy sector increased by 14.46%; key industrial products recovered and grew strongly. Trade and services continued to recover; investment in trade infrastructure was focused on. Disbursement of investment capital was promoted. State management of land, minerals and environmental protection was strengthened; land bottlenecks were gradually removed. Key and driving projects were focused on and accelerated; some investment projects were completed, creating new capacity. Culture and society had many progressive changes; social security policies were fully and promptly implemented. National defense, security, order and social safety were ensured.

In 2025, the Provincial People's Committee will focus on directing and effectively implementing solutions to strive to achieve the highest results in the goals and targets of the 5-year Socio-Economic Development Plan 2021-2025. Strive for a GRDP growth rate of about 13-14%, an average GRDP per capita of 113-114 million VND/person; economic structure: Agriculture, forestry and fishery account for 24-25%; industry - construction accounts for 42-43%; services 32-33%; local budget revenue is about 5,500 billion VND; total social investment capital is about 22,500 billion VND; the poverty rate according to the multidimensional poverty standard decreases by 1.5%, Bac Ai district alone decreases by 4%; 5 communes meet new rural standards and 4-5 communes meet advanced new rural standards...
On the first working day, delegates listened to the leaders of the Economic - Budget Committee of the Provincial People's Council summarize the review of the socio-economic results in 2024; the leaders of the Vietnam Fatherland Front Committee of the province summarize the opinions and recommendations of voters and people. Leaders of functional departments and branches reported summaries of 25 reports on the draft resolutions related to socio-economic development. On the second working day, the session held a focused discussion session in the hall on the socio-economic situation. The majority of delegates agreed and highly appreciated the socio-economic development results in 2024; pointed out the shortcomings and limitations, contributed many opinions on issues of concern to voters; requested leaders at all levels and sectors to clarify a number of issues and propose a number of solutions to contribute to the completion of development goals in 2025, focusing on a number of important issues such as: Feasibility, scenario solutions for GRDP growth rate in 2025; budget revenue targets, development investment; adjusting planning, arranging coastal and Dinh River residents to renovate and exploit the value of the seascape; effectiveness of connectivity, investment promotion, trade and tourism; solutions to eliminate temporary housing; poverty rate targets... The issues were explained and clarified by leaders of functional sectors and levels.
The session also devoted time for the Provincial People's Council delegates to question the Director of the Department of Culture, Sports and Tourism and the Head of the Provincial Ethnic Committee on issues such as: Improving the capacity of state management of cultural heritage of authorities at all levels; promoting the strength of the people and social communities in the work of preserving and promoting the values of tangible and intangible cultural heritage; maintaining and developing traditional art forms... to contribute to the implementation of preserving and promoting the values of cultural heritage in the province; support for residential land, housing, production land, disbursement of projects under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas...
