Phu Ly City People's Council closed the 11th session, term 2021-2026

After 1.5 days of working, with a sense of responsibility and seriousness, on the morning of December 12, the People's Council of Phu Ly city, term XIX, 2021-2026, completed the working program of the 11th session - the regular meeting at the end of the year, passing many important Resolutions, affecting the socio-economic development of the city in 2024 and the whole period 2021-2025. Comrade Nguyen Duc Toan, member of the Standing Committee of the Provincial Party Committee, Secretary of the City Party Committee, Chairman of the City People's Council chaired and delivered the closing speech of the session.

Based on the Reports of the City People's Committee; the verification reports of the People's Council Committees, the discussion opinions of the People's Council delegates, the City People's Council reviewed the reports and passed many important Resolutions on the socio-economic development tasks in 2024; on the estimate and allocation of the State budget estimate in 2024; on the assignment of the State budget public investment plan in 2024; on the adjustment of the State budget public investment plan in 2023; on the investment policy of 11 projects in the city; on the Urban Development Program of Phu Ly city to 2030; on the organization of regular meetings in 2024 of the 19th City People's Council; on the confirmation of the results of the vote of confidence for positions elected by the City People's Council; on the dismissal of the 19th City People's Council delegates, term 2021 - 2026...

Assessing the general activities of the session, comrade Nguyen Duc Toan, on behalf of the chairman, affirmed: The City People's Council has completed the working program of the 11th session with many important contents, in the spirit of innovation, solidarity and democracy.

He emphasized: The resolutions passed by the City People's Council at the session are of great significance, having a great impact on the city's socio-economic development and people's lives in 2024 and the entire 2021-2025 period; at the same time, they will concretize the Resolution of the 23rd City Party Congress and create a legal basis for the city to implement in accordance with the practical situation of the locality.

Although the results of the city's socio-economic development tasks have been completed and exceeded the plan for 15/15 basic targets, there are still some difficulties and limitations that need to be overcome: Revenue targets related to ensuring balanced revenue sources for the city budget are low, such as: Registration fees only reached 61.6%; personal income tax 67.8%; taxes, fees 66.8%; The results of granting certificates of agricultural land use rights after consolidation in the three communes of Kim Binh, Dinh Xa, Trinh Xa have not yet met the required progress; The traffic accident situation is complicated, the number of traffic accidents tends to increase.

According to the Secretary of the City Party Committee and Chairman of the City People's Council, immediately after this session, the City People's Committee is requested to urgently organize and implement the Resolutions of the City People's Council to ensure effectiveness and compliance with the law. Proactively coordinate with socio-political organizations to widely disseminate to union members, association members and the people so that the Resolutions can soon be put into practice and achieve high efficiency.

For the Standing Committee of the People's Council, the Committees of the People's Council, the Delegation Groups and the City People's Council delegates, based on their functions and tasks, it is necessary to strengthen the supervision of the implementation of the Resolutions of the City People's Council, promptly grasp the difficulties, obstacles, problems and limitations in the implementation process; coordinate with the City People's Committee to direct relevant agencies and units to advise on satisfactory solutions, meeting the aspirations of voters and the people of the city.

Comrade Nguyen Duc Toan specifically stated 9 key tasks to complete the 2024 plan. In particular, the City People's Committee, all levels, sectors, especially the heads of localities, agencies and units need to focus on leadership, direction, management, operation, synchronous and flexible implementation of the Project on rearranging commune-level administrative units for the period 2023-2025; Continue to focus on implementing Plans and Projects to implement the Resolutions of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the City Party Executive Committee for the term 2020-2025.

Focus on speeding up the progress of site clearance for projects, especially key transport projects, urban projects, and commercial centers. Strengthen inspection and supervision of the implementation of land use planning and plans.

Direct units to prepare conditions for electing village chiefs and residential group leaders for the 2025-2027 term (to be implemented in early 2025); carry out job position transfers for cadres, civil servants and public employees according to regulations.

Continue to effectively implement the contents of Project 06 of the Government and Project No. 01/DA-UBND dated April 10, 2023 of the City People's Committee on "Implementing solutions to ensure traffic order and safety, public order, and urban order in the city for the period 2023-2025 and the following years".

Carry out local military and defense work well. Organize the 2024 military handover ceremony to ensure safety, sufficient numbers and quality according to regulations.
