Playing the role of core leader in the movements, the Party cells at the grassroots level in Ha Tinh have promoted their leadership and direction roles well, contributing to bringing residential areas to the finish line of smart residential areas, models in building new rural areas.

Nam Bac Thanh is one of 8 villages building new rural residential areas in the province.

In mid-January 2024, the people of Nam Bac Thanh village were overwhelmed with joy when the village officially completed the addition of items and criteria for a smart residential area, contributing to making Cam Thanh commune (Cam Xuyen) a typical model NTM commune in terms of culture.

Nam Bac Thanh village achieved the standard of a model new-style rural residential area in mid-2021. Since then, the village has started building a smart new-style rural residential area and is one of eight villages building a smart new-style rural residential area in the province. In mid-2022, although the village has implemented some criteria for building a smart new-style rural residential area, the criteria are not yet complete and sustainable. Therefore, since then, the village has focused on completing additional items.

Ms. Nguyen Thi Anh Tuyet - Secretary of the Party Cell of Nam Bac Thanh village shared: "Building a new rural area starts with the people, but first of all, the Party cell committee must provide direction, and Party members must be exemplary so that people believe and follow. Nam Bac Thanh has gradually achieved the goals in building a new rural area thanks to the joint efforts, consensus and solidarity within the Party cell, within each Party member and the people."

Under the leadership of the village party cell, Nam Bac Thanh village completed the addition of items and criteria for smart residential areas, contributing to making Cam Thanh commune (Cam Xuyen) reach the standard of a typical new rural area in terms of culture.

Accordingly, immediately after determining the goal, the village Party cell held a meeting in the Party Committee and the entire Party cell to make a resolution that was in line with the people's wishes. At the same time, the information was widely disseminated to every citizen for effective implementation. Party cell members were both the pioneers and the ones who explained so that people could understand and follow.

Thanks to that, in the process of implementing each criterion, people actively participate. To successfully build a smart new-style rural residential area, in addition to mobilizing resources to upgrade equipment and infrastructure, each resident of Nam Bac Thanh also actively participates in applying information technology to life, living, and production activities...

Currently, over 90% of the people in Nam Bac Thanh have smartphones; the village has also completed the issuance of QR codes at households and village roads, inter-family groups; security camera systems are installed on alley roads; using smart systems in irrigation...

Like Nam Bac Thanh village, the completion of the construction of a model new-style rural residential area is the foundation for Lien Ha village, Thach Ha commune (Ha Tinh city) to build a smart new-style rural residential area. Lien Ha is one of three villages in the commune selected to build a smart new-style rural residential area.

Ms. Dang Thi Nhi - Secretary of Lien Ha Party Cell said: “Immediately after setting the goals, the Party Cell organized a thematic meeting on the content of “Building a smart new-style rural residential area”. First of all, the Party Cell analyzed each content, requirement and task in implementing the criteria so that Party members could clearly understand, from there, issued a resolution and assigned specific tasks to the Party Cell and each Party member. This method was also implemented when the village built a model new-style rural residential area and was successful”.

Accordingly, for each criterion and task, Lien Ha Party Cell has discussed openly, democratically, respectfully, and listened to the opinions of Party members and the People. Thereby, creating solidarity within the Party Cell, promoting the sense of responsibility and exemplary behavior of cadres and Party members. The Party Cell Secretary is in charge of the whole; the Deputy Party Cell Secretary is in charge of production and economic development; and the Party Cell Executive Committee member is in charge of mass movements.

In addition, party members set an example in inter-family groups from building model gardens, cleaning village roads, participating in movements... The Party cell also directly supervises the implementation of the criteria. Thanks to that, each task is effectively carried out by cadres, party members, and people of Lien Ha; people contributed more than 600 million VND to purchase and upgrade infrastructure, equipment to beautify the village...

Mr. Nguyen Song Han - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Thach Ha commune said: "Lien Ha is the first village to complete the commune's smart NTM criteria since June 2023. Despite its large population and large area, with the participation of the Party cell, the spirit of solidarity in the cadre union and the people, the village has become a bright spot of the commune in building NTM. Currently, Lien Ha people have used smart systems in irrigation; put agricultural and seafood products for sale on social networking channels and trading floors; security camera systems installed on alleys...".

It can be seen that each village has its own way of doing things, but all affirm the important leadership role of the Party Committee, the pioneering and exemplary role of cadres and Party members, and the spirit of solidarity of the People in carrying out political tasks and building the new rural areas. Continuing to consolidate and improve Party cells, improving the quality of Party Committee members; constantly innovating the leadership methods of Party Committees are fundamental solutions for Party cells to continue to promote their role as the core leadership at the grassroots level in the coming time.
