Quang Tri province, a land rich in revolutionary tradition, soon received the light of Marxist-Leninist ideology. From 1926 to 1929, many patriotic organizations were formed in the area.
In An Tiem village, Trieu Thanh commune, Trieu Phong district, since 1926, many patriotic organizations have been operating; in 1927, the An Tiem branch of the "Vietnam Revolutionary Youth" was established. By 1929, realizing that the organization's principles and slogans were no longer suitable to the situation, the most progressive people in the Vietnam Revolutionary Youth Association advocated the establishment of a political party to lead in Quang Tri.
On May 16, 1929, under the chairmanship of comrade Nguyen Dinh Cuong, the An Tiem Association of Vietnam Revolutionary Youth Association dissolved and established the first Communist group in Quang Tri consisting of 7 comrades, including two children of An Tiem village.
The first communist organization of Quang Tri advocated distributing leaflets to propagate the revolution and develop mass organizations. The distribution of leaflets and letters by the Indochinese Communists had a resounding influence on all classes of people.
On the occasion of the 12th anniversary of the victory of the Russian October Revolution, under the direction of the first communist soldiers, on November 17, 1929, the An Tiem Communist group decided to establish the An Tiem Party Cell consisting of 5 comrades, comrade Doan Ba Thua was elected to hold the position of Secretary.
This was the first communist cell in Quang Tri province. The establishment of An Tiem cell ended the crisis period in leadership and direction of the patriotic movement that had been established before, and was a particularly important milestone, marking a historical turning point in the revolutionary struggle movement in Quang Tri province.

The An Tiem Party Cell was established and quickly gathered, propagated, and enlightened many patriotic and progressive masses to participate in the struggle against colonialism and feudalism; built bases, organized revolutionary unions, and laid a solid foundation for the Central Region Party Committee to decide to establish the Tuong Van Party Cell (Trieu Phong) and Tan Tuong Party Cell (Cam Lo) in early 1930 in Quang Tri province.
The birth and the role of the revolutionary leadership nucleus of An Tiem Party Cell, as well as Tuong Van and Tan Tuong Party Cells, created a great influence and added strength to the revolutionary movement in the province, contributing to the organizational preparation, leading to the establishment of Quang Tri Provincial Party Committee on April 21, 1930, becoming one of the localities with the earliest party organization in Central Vietnam.
The Quang Tri Provincial Party Committee has joined the heroic historical flow of the glorious Communist Party of Vietnam, leading the army and people of Quang Tri to many great victories in the cause of building, protecting and developing the homeland.
