Many products have been commercialized through the transfer and application of scientific and technological research projects.

Being true to the people

Currently, the area planted with red artichoke in Phong Dien town is approximately 50 hectares, with an estimated production of 700-1,000 tons per year. However, this area is still scattered, small-scale, and lacks planning in the wards and communes of Phong An, Phong My, Phong Xuan, Phuong Chuong, and Phong Thu. Recognizing this as a crop with potential for the town's socio -economic development towards high-tech agriculture, creating a key product and a local OCOP product, the University of Agriculture and Forestry, Hue University, in collaboration with scientific units and Hichagol Production, Trading & Service Co., Ltd., implemented a provincial-level science and technology project titled "Application of Science and Technology to Build a Model for Linking Production and Consumption of High-Value Products from Red Artichoke in Phong Dien, Hue" at the end of 2022.

After approximately two years of implementation, the project has successfully planned a raw material area that meets VietGAP standards, helping to create valuable products for consumption both within and outside the city, and paving the way for export. The greatest and most practical benefit of the project is its contribution to the overall development of agricultural product processing technology and the production of health-beneficial foods from endemic medicinal plants, providing consumers with a diverse range of products from red hibiscus, such as: tea bags, dried fruit preserves, concentrated syrup, bottled beverages, etc. The project's production and consumption linkage also helps growers increase cultivation efficiency, address idle labor issues, and increase stable income. The economic efficiency of 5 hectares of red hibiscus grown according to VietGAP standards is significantly higher than the control group (traditional growers). Hichagol Company reported a profit of nearly 230 million VND from approximately 900kg of products including tea bags, dried fruit preserves, concentrated syrup, and soft drinks.

The city currently has 12 national-level science and technology tasks under various programs being implemented, including 3 projects under the Rural and Mountainous Areas Program. Last year, the science and technology sector organized conferences to select organizations and individuals to lead the implementation of 8 science and technology tasks; conducted internal reviews of 18 research topics/projects; carried out field inspections of 12 research topics/projects; held acceptance conferences for 20 research topics/projects; and advised on reporting implementation results and proposed application plans. Specifically, the results of several city-level science and technology tasks have been evaluated and applied in practice, such as: "Building a model for developing some medicinal plants under the canopy of natural forests based on the local community in Phong My commune, Phong Dien district, Hue", "Applying science and technology to lotus production in Hue through a linked chain", "Building, managing and developing the geographical indication "Hue" for Hue's Hoàng Mai product", "Producing and using black soldier fly larvae as feed for some economically valuable freshwater aquatic species in Hue"...

According to the Department of Science and Technology, in 2025, 35 science and technology tasks were submitted and are currently being compiled for the advisory council meeting to determine the city-level science and technology tasks for 2025. After the list is determined and the city-level science and technology tasks are approved, the relevant agencies will select units and individuals to carry out the tasks.

Diversify research and applications.

According to assessments by relevant units, projects under the National Rural Development Program have brought clear socio-economic benefits to mountainous, coastal, and ethnic minority areas, thereby helping many localities reduce poverty rates and achieve sustainable poverty reduction. For example, the project "Applying scientific and technological advancements to build a model for growing lilies, chrysanthemums, and gerberas in Hue" successfully developed a model for growing commercial flowers, controlling flowering for lilies, chrysanthemums, and gerberas suitable for the conditions in A Luoi. All planting models achieved a 95-97% success rate in plant growth and development, free from pests and diseases.

To better serve the management of digital government and society, the city-level science and technology project "Research on the application of smart rural services to build a model of smart new rural communes with the specific characteristics of Hue" has successfully piloted and met several practical requirements. After implementation, the project transferred the necessary software solutions and equipment to the People's Committees of Quang Tho (Quang Dien) and Vinh Hung (Phu Loc) communes and their residents for practical operation. The appropriate combination of web and mobile applications, along with digital technology applications, has been easily accepted and operated by the majority of commune officials and residents, while also improving the communes' level of compliance with the smart commune criteria.

In addition to carrying out science and technology tasks, localities have proactively implemented projects to apply and transfer technology into production and daily life, or encouraged organizations and businesses in the area to participate in provincial and central-level science and technology projects, in accordance with the requirements of practical production and daily life. These tasks focus on applying technical advancements, using biological products, practicing good agricultural production according to VietGAP standards, experimenting with medicinal plant cultivation; and applying artificial intelligence (AI) to detect errors in medical examination and treatment records and health insurance claims assessment…
