Tired of waiting
Currently, schools across the country have implemented the transfer of bonuses according to Decree 73 to teachers. However, in Hanoi, there are more than 119 public high schools and more than 200 primary and secondary schools belonging to the group of public service units that ensure regular expenditures and do not have access to the additional income source according to this Decree.
The reason for this situation is Resolution No. 46/2024/NQ-HDND dated December 10, 2024 of the Hanoi People's Council, which stipulates that additional income is only for cadres, civil servants, and public employees of public service units whose regular expenditures are fully guaranteed by the State budget. This means that teachers at the above schools do not have access to additional income according to Decree 73.
Since December 2024, more than 600 teachers have submitted a petition to the Hanoi Department of Education and Training because they found it unreasonable. According to them, as education officials, on the payroll of public service units, teachers have the same obligations and rights as any other education officials in public service units nationwide.
In early January 2025, the Hanoi Department of Education and Training and the Department of Finance met to discuss and agree on a plan to report to the City People's Committee to have a plan to support educational institutions in piloting the ordering of educational service prices. However, up to now, the Principal of a school in the group of autonomous schools said that he is still waiting for information from the Hanoi People's Committee. The bonus according to Decree 73 is not much, but for the first time, civil servants and teachers have a bonus according to regulations, especially right on the occasion of Tet. This principal hopes that in the next one or two days, there will be information so that teachers in the school can have a more complete Tet.
Taking care of Tet for staff and teachers
Before the Lunar New Year every year, the Hanoi Department of Education and Training organizes a gift-giving program for teachers and staff in difficult circumstances at affiliated kindergartens and specialized schools. This year, the Hanoi Department of Education and Training presented gifts to 170 teachers and staff in difficult circumstances at 5 schools: Hanoi B Kindergarten, Viet - Trieu Huu Nghi Kindergarten, Binh Minh Primary School, Xa Dan Secondary School and Nguyen Dinh Chieu Secondary School.
Director of the Hanoi Department of Education and Training Tran The Cuong said that on the occasion of this year's Lunar New Year, the Hanoi Department of Education directed units in the entire sector to focus on taking care of the lives of cadres, teachers, and employees in difficult circumstances, teachers under the policy; and giving Tet bonuses to employees according to regulations. The entire sector has more than 1,900 cadres, teachers, employees, and students receiving support for Tet with a total budget of nearly 1.3 billion VND. Of which, the Hanoi Department of Education gave gifts to 106 students who are children of cadres, teachers, and employees who have overcome difficulties and studied well.
In particular, as a tradition, the sector has organized the program "Tet Sum Vay - Spring Gratitude to the Party" and "Meeting and giving gifts to teachers and students who are wives and children of soldiers working at the border and islands". According to statistics, Hanoi currently has 36 teachers who are wives and 126 students who are children of officers and soldiers working at the sea and islands. Of these, only one teacher has complete joy when this Tet she welcomes her husband home to reunite.
On this occasion, the Hanoi Department of Education and Training directed schools to pay attention and take good care of cadres, teachers and staff.
