Ms. Nguyen Thi Huong (Nam Dinh) said that right before the Lunar New Year holiday, her daughter's math teacher at her middle school announced that the extra classes at home every Saturday would be switched to online learning. Ms. Huong hurriedly prepared equipment for her daughter to follow the teacher's request. "At the parent meeting at the end of the first semester, the school asked teachers to stop extra classes outside the school. In a remote district of Nam Dinh province, there are no cultural training centers, so teachers all organize extra classes at home. Right after the school's request, the teachers decided to switch some of the subjects that my child was taking extra classes to online learning," Ms. Huong said.

Mr. MHA, a math teacher in Hanoi, said that, in accordance with Circular 29, his extra-curricular classes will stop after the Lunar New Year holiday. Mr. A has two extra-curricular classes at cultural training centers. One class is for students he is teaching in class and the other is for students outside the school. Parents have called and asked Mr. A to reopen the extra-curricular class soon. However, Mr. A said that, according to the regulations in the new circular, teachers must meet the conditions (such as reporting to the head of the school where they are working; not being allowed to teach extra-curricular classes and collect money from students who are teaching in class...).
Associate Professor Dr. Nguyen Xuan Thanh, Director of the General Education Department (Ministry of Education and Training) informed that a number of students are having to attend extra classes just to avoid being out of place with their friends, not feeling guilty towards their teachers or even to avoid feeling unfamiliar with the test. Mr. Thanh said that it is necessary to overcome the situation where students are packed with classes from morning to night every day, with no time to rest, self-study, absorb and apply knowledge.
“Teachers who teach extra classes outside of school will have difficulty reporting to the head of the educational institution where they work. Because the circular of the Ministry of Education and Training assigns responsibility to the head of the educational institution to manage teachers who are teaching in school and teaching extra classes outside of school. This means that they will be responsible if a situation occurs where a teacher of the school teaches the wrong subjects outside of school, so they will be cautious when allowing teachers to teach extra classes,” said Mr. A.
Speaking to reporters, Ms. Tran Thi Hai Yen, Principal of Tran Phu High School (Hoan Kiem, Hanoi) said that before Circular 29 took effect, the school had thoroughly informed all teachers in the school of 3 no's: no organizing extra classes in school; no extra classes outside of school for students they teach; no organizing and managing extra classes outside of school. Along with that are 2 yes's: training excellent students to participate in the school team; enhancing knowledge training for students taking the graduation exam this year to achieve good results. The school will pay for these two contents according to internal spending regulations. According to Ms. Yen, although the payment level is not high, teachers support and enthusiastically participate.
Students have space to develop skills

Many high schools in Hanoi have announced that they will stop organizing extra tutoring (a form of extra learning) in school for students in the first week after the Lunar New Year holiday. Mr. Hoang Anh Thu (Thanh Tri, Hanoi) said that on February 2 (ie the 5th day of Tet), the homeroom teacher of his child studying in grade 10 at Vietnam - Poland High School announced that this week the school is arranging the tutoring schedule, so when it is available, it will be sent later. Mr. Thu believes that the temporary suspension of tutoring may stem from the regulations on extra teaching and learning that are about to take effect. In the first semester, Mr. Thu's child took extra tutoring in Math and Literature at school with a duration of 2 periods/week/subject. Mr. Thu also feels regretful about stopping tutoring, but students have more time to focus on studying the main subjects.
A representative of the Ministry of Education and Training said that in Circular 29, the Ministry clearly defines what is extra learning. Therefore, online or in-person teaching is just a form of expression. Teachers switching from in-person teaching to online teaching is still extra teaching.
Currently applying the 2018 general education program, the Ministry of Education and Training has specified the number of periods/subject, and set out requirements for each subject that are suitable for students.
The Ministry also gives schools the autonomy to develop educational plans, and teachers focus on innovating teaching methods to achieve the goals of the 2018 program. Thus, in principle, schools and teachers implementing the prescribed study hours have ensured students have the amount of knowledge and met the requirements of the program.
