Diverse models of friendly government
Hoa Dong Ward is the leading locality in building a friendly government model in Thuy Nguyen city since 2024. Chairman of the Ward People's Committee Dao Van Tai said that, starting from sending thank you letters to citizens who have contributed to donating land to build model new rural roads, the locality built and launched the model "Friendly government, friendly office, serving the people" in June 2024. Accordingly, cadres and civil servants are determined to implement well the 5 know (know how to listen to people, know how to speak so that people understand, know how to make people trust, know how to apologize, know how to thank) and 3 show (respect, civility, closeness) when working with people. At the same time, the Ward People's Committee sent letters of apology, thanks, congratulations to citizens who were newly born, registered for marriage, and expressed condolences. The Ward placed 14 suggestion boxes at the headquarters, police stations and village cultural houses to receive people's comments. Since the model was implemented, 99% of administrative procedures have been resolved before and within the deadline. At the same time, the Ward People's Committee sent 93 congratulatory letters to new births, congratulated couples on their marriage registration, and thanked households for donating land to build new rural roads, receiving the consensus, support and affection of the people for the local Party Committee and government. The rate of petitions and complaints from the people has decreased significantly. Ms. Do Thi Phuong Linh, in Bai Ngoai village, Hoa Dong ward, who has just registered the birth of her child, said that she was quite happy and surprised to receive a congratulatory letter from the Ward People's Committee to the new citizen. For the people, this is a great concern and encouragement from the locality. People feel proud and closer to the local government.
Also from 2024, Thuy Ha ward organized the model of "Friendly Government", but suitable for local reality. That is the program "Sunday with the people", the leaders of the Party Committee and the People's Committee of the ward directly "rolled up their pants" to clean up household waste on Kinh Trieu canal with the people, helping people gradually change their habits of environmental protection. In addition, the ward mobilized people to join hands to clean up, concretize and turn spontaneous markets into public places, and install sports equipment to meet the entertainment needs of local people. Or from March 2025, the People's Committee of Quang Trung commune deployed the model "Friendly Government, Electronic Thursday". Accordingly, every Thursday, the commune mobilized the participation of cadres and union members to focus on guiding people to carry out online public administrative procedures quickly and conveniently.
Promote practical and effective implementation
The building of friendly governments in communes and wards has contributed to creating a great change and strong innovation in the working style of the People's Committees of communes and wards towards focusing on serving, guiding, mobilizing and persuading people according to regulations. The friendliness of officials and civil servants in performing their duties creates a comfortable mentality, helping people to be more open in communication, behavior, and better coordination in solving work, creating a difference compared to before. Along with the efforts of the Party Committee and the government, the people of communes and wards also have the conditions to promote the role of social supervision and criticism, actively participating in contributing ideas to contribute to building a clean and strong political system, striving to fulfill their tasks well, and developing the local economy, culture and society.
Chairman of Quang Trung Commune People's Committee Nguyen Van Hoan informed that instead of implementing a formal model, the commune is piloting the "Electronic Thursday" model, initially targeting young people who have easy access to technology to focus on guiding people to carry out administrative procedures on the online public service portal. From the pilot model, the locality has drawn experiences and good practices to replicate. According to Secretary of Thuy Ha Ward Party Committee Nguyen Tat Thang, in order to build a friendly government that serves the people, the Party Committee and People's Committee of the ward focus on dissemination and propaganda to help cadres, civil servants and party members improve their sense of responsibility and public ethics, contributing to creating cohesion and closeness with the people, in which the leaders regularly stay close to the grassroots, perform well in receiving people, promptly grasp people's thoughts, aspirations and resolve legitimate recommendations, mobilizing people's strength to develop the economy and society of Thuy Nguyen city.
According to Chairman of Thuy Nguyen City People's Committee Nguyen Huy Hoang, in the past 3 years, Thuy Nguyen has always been in the top position among districts in terms of administrative reform index. In 2025, the locality will continue to direct communes and wards to synchronously implement friendly, serious, quality, efficient, economical government models, avoiding waste and formalities, aiming to serve and build people's trust, improve the effectiveness and efficiency of local state management.
