Hai Ha district has been focusing on administrative reform, improving the investment and business environment, and comprehensive digital transformation. This task is identified as a strategic breakthrough, creating a strong driving force to promote local socio-economic development.

With the goal of taking people and businesses as the center, the subject and driving force of administrative reform and digital transformation, Hai Ha district has recently had many creative solutions that are suitable for practical conditions. In particular, the district has identified 6 specific work contents, including: Institutional reform; administrative procedure reform; reform of the state administrative apparatus; reform of the civil service regime; public finance reform; building and developing e-government and digital government.
Accordingly, the District Administrative Reform Steering Committee, Party committees and authorities from the district to the grassroots level continue to synchronously and effectively implement solutions to promote administrative reform, improve the investment and business environment, enhance competitiveness associated with digital transformation until 2025, with a vision to 2030. Promote the application of information technology in organizing the implementation of public duties at agencies and units; improve the operational efficiency of the District Public Administration Center, the modern reception and result delivery department at the commune level. Currently, at the District Public Administration Center, the modern reception and result delivery department at the commune level ensures that 100% of administrative procedures do not have documents outside the regulations, 100% of administrative procedures are resolved in accordance with the prescribed processes, procedures and time.

The District Public Administration Center and the Modern One-Stop-Shop at the commune level always focus on reforming administrative procedures associated with digital transformation, promoting the reception and return of administrative procedure results according to a 5-step process in the electronic environment; digitizing administrative procedure records; disseminating and guiding people to set up accounts and how to submit administrative procedures via online public services. The District Public Administration Center is currently publicly posting a total of 366 administrative procedures in 57 fields; at the Modern One-Stop-Shop at the commune level, 122 administrative procedures in 28 fields are publicly posting. In the first 6 months of the year, the district reviewed 8 new administrative procedures, replaced 4 administrative procedures, amended and supplemented 14 administrative procedures, and abolished 8 administrative procedures. The total number of interconnected administrative procedures under the District People's Committee includes 48 procedures, including 16 horizontally interconnected administrative procedures and 32 vertically interconnected administrative procedures.
In the first 6 months of 2024, at the Hai Ha District Public Administration Center, 12,034 records were processed on time and before the deadline (100%). At the modern commune-level reception and result delivery department, 3,335 records were processed on time and before the deadline (100%). The number of administrative procedure records processed via online public services was 3,341/3,346 records (99.85%). The District Public Administration Center has provided 100% of online public service procedures at levels 3 and 4 with all administrative procedure records under the jurisdiction of the District People's Committee and specialized departments and digitized from the stage of receiving to returning results.
Hai Ha district also pays special attention to developing e-government and digital government, creating a foundation for modern state administrative management, contributing to the development of e-government, digital government, digital society and digital economy. Currently, 100% of agencies and units have deployed document management software to operate, exchange, assign work, and handle professional and technical matters. The online video conferencing system with 18 stable connection points ensures smooth signal transmission for organizing online meetings from the provincial connection point to the district and commune levels.

In order to form digital businesses and citizens, in the past time, 112 community digital technology groups with 1,120 members in the district have promoted propaganda, guidance, and brought digital skills to people and businesses. Up to now, most people in villages and neighborhoods can perform basic applications on the network environment, especially in receiving instructions and participating in activities of the village and neighborhood where they live. More than 95% of adults have smartphones and installed the VNeID application, using level 2 electronic identification.
The district also promotes digital transformation in the fields of culture, education, health, agriculture, industry, etc. Over 99% of people have electronic health records; 100% of general and continuing education institutions have implemented management and use of electronic books to replace paper records; 11 OCOP products of the district have been put on e-commerce trading floors postmart.vn, voso.vn, Lazada, Shopee, etc. The digital economy sector with the form of non-cash payment of fees and charges via POS machines, online payments, and transfers has become popular in transaction, trading, and business activities, etc.
