BHG - On the afternoon of April 17, the Ha Giang Provincial Party Committee and the Tuyen Quang Provincial Party Committee held an online meeting of the Steering Committee for the merger of administrative units of Tuyen Quang and Ha Giang provinces. Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Ha Giang Provincial Party Committee, Head of the Steering Committee chaired at the Ha Giang provincial bridge. Comrade Ha Thi Nga, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the 15th National Assembly Delegation of Tuyen Quang province, Head of the Steering Committee chaired at the Tuyen Quang provincial bridge. Also attending the meeting at the Ha Giang provincial bridge were comrade Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee, and comrades in the Provincial Party Committee Standing Committee, members of the Steering Committee, and the working group assisting Ha Giang province.

At the meeting, members of the Steering Committees of Ha Giang and Tuyen Quang provinces reviewed and commented on the draft project to merge administrative units of Tuyen Quang and Ha Giang provinces; drafted a preliminary plan to arrange and assign workplaces and accommodations for leaders, civil servants, public employees and staff after the merger of the two provinces.

Accordingly, up to now, the draft project to merge administrative units of Tuyen Quang province and Ha Giang province has basically completed a number of contents, which are: Political and legal basis and the necessity of arranging and merging provincial-level administrative units; history of formation; current status of geographical location, natural area, population size and number of affiliated administrative units, basic indicators of socio-economic development, national defense and security in 2024, current specific policies of Tuyen Quang province and Ha Giang province; plan, results after arrangement and merger, basis and reasons for proposing the plan, choosing the name and political administrative center of Tuyen Quang province after arrangement; assessment of impacts on all aspects of state management, administrative procedure reform and public service provision. The delegates all agreed that the development of the project to reorganize Ha Giang and Tuyen Quang provinces is necessary to rationally organize administrative units, in accordance with the reality and development trends, while ensuring the historical factors of the two provinces; ensuring the apparatus of the provincial political system is compact, strong, operating effectively, efficiently and effectively; streamlining the payroll; restructuring and improving the quality of the staff, civil servants, public employees and workers; creating regional linkages, expanding development space, consolidating and strengthening national defense and security, contributing to promoting all resources to promote socio-economic development, improving people's lives. The reorganization of Ha Giang and Tuyen Quang provinces has ensured the correct implementation of the Party's policies, legal regulations, and is suitable to local realities.

Along with that, the delegates also contributed to the preliminary plan for arranging and arranging workplaces and accommodation for leaders, civil servants, public employees and staff after the merger of the two provinces; unifying the content, form and time for collecting opinions from the people and voters. However, the members of the Steering Committee suggested: Continue to add more data, words and accurately assess the impacts, difficulties and challenges in terms of national defense - security, economy - society to complete the project; clarify whether or not, and if so, the percentage of cadres, civil servants and public employees will stay in Ha Giang to perform their duties; the project name needs to be unified in name and interpretation to be more concise and ensure that people and voters understand clearly when their opinions are collected.

Speaking at the Ha Giang province bridge, Comrade Hau A Lenh, member of the Party Central Committee, Secretary of the Ha Giang Provincial Party Committee, Head of the Steering Committee highly appreciated the coordination between the two provinces in implementing the project. He requested the Steering Committee to continue updating the Central's guiding documents to supplement the project as well as accurately and fully assess the impacts. This requires the support teams to strengthen coordination to complete the project with the highest sense of responsibility. Regarding the arrangement of cadres and civil servants to leave Ha Giang province to perform tasks for a certain period of time, Ha Giang Provincial Party Secretary Hau A Lenh affirmed that it is necessary, but the agencies, departments and branches of the two provinces must continue to work to calculate and then report to the Steering Committee. Regarding the regime and policies for cadres, civil servants and public employees, he requested the People's Committees of the two provinces to clarify and detail them to report to the Provincial Party Committee Standing Committee. Along with that, the collection of public opinions needs to be organized flexibly and organized at the same time as collecting opinions on the arrangement of commune-level administrative units.

In her concluding remarks at the Tuyen Quang provincial bridge, Secretary of the Tuyen Quang Provincial Party Committee Ha Thi Nga highly agreed with the opinions expressed by Secretary of the Ha Giang Provincial Party Committee Hau A Lenh, and was excited to see that the two provinces of Tuyen Quang and Ha Giang had a high consensus in developing the project. Secretary of the Tuyen Quang Provincial Party Committee requested members of the Steering Committee and the working group assisting the Tuyen Quang Provincial Steering Committee to absorb the discussion opinions of Ha Giang province and continue to update information, closely coordinate with the Steering Committee and the working group assisting the Ha Giang Provincial Steering Committee to complete the project.

According to Resolution No. 60 of the 11th Conference of the 13th Central Executive Committee, it is expected to merge the two provinces of Ha Giang and Tuyen Quang under the name Tuyen Quang province, with the political and administrative center located in the current Tuyen Quang province.
