Hai Ha Petro and Xuyen Viet Oil have their gasoline customs clearance stopped.

Customs stopped clearing gasoline shipments of Hai Ha Petro and Xuyen Viet Oil because the two businesses had their licenses as wholesale traders revoked earlier.

The General Department of Customs (Ministry of Finance) has just requested the Customs Departments of provinces and cities to stop customs procedures for gasoline, oil, and raw materials of Hai Ha Waterway Transport Company Limited (Hai Ha Petro) and Xuyen Viet Oil Trading, Transport and Tourism Company Limited.

The agency said that the Ministry of Industry and Trade has revoked the certificates of eligibility to act as a petroleum wholesaler of Hai Ha Petro and Xuyen Viet Oil. Therefore, these two companies are not eligible to carry out procedures for import and export, temporary import for re-export, transit, and export processing of petroleum and raw materials for blending.

Previously, Mr. Phan Kien Anh, Director of Nghi Son Oil Refinery Products Distribution Branch, said that this enterprise had difficulty in handling issues such as the main enterprise terminating the contract but the ship had entered the port, the LC had been opened... The reason was that recently, some main traders had stopped operating while the contracts with the company were still unfinished.

Hai Ha Petro, headquartered in Thai Binh, is one of the petroleum trading hubs whose license was revoked by the Ministry of Industry and Trade for abusing the Price Stabilization Fund and owing taxes on January 12. This hub has a network of agents and petroleum stores in many northern provinces and cities such as Hanoi, Hai Phong, Quang Ninh and Thai Binh.

According to the conclusion of the Government Inspectorate, Hai Ha Petro misused the price stabilization fund, not transferring it to the fund account but leaving it in the company's payment account. This unit also under-declared and owed thousands of billions of VND in environmental protection tax. By the end of November 2023, the balance of the Petroleum Price Stabilization Fund at this key enterprise was 612 billion VND.

Due to the same reason of violations regarding the Price Stabilization Fund and tax debts, Xuyen Viet Oil had its license revoked by the Ministry of Industry and Trade since August 2023. Xuyen Viet Oil was established in 2005, headquartered in Ho Chi Minh City, accounting for about 40% market share in Ho Chi Minh City and some provinces in the South Central region before its license was revoked. The company also had many violations regarding the export, temporary import, re-export, and transit of gasoline and oil, according to the Inspectorate of the Ministry of Industry and Trade.

In 2022, Xuyen Viet Oil attracted public attention when it was repeatedly mentioned in petitions about not being allowed to import gasoline and oil by customs due to late tax payment, with the amount of forced tax amounting to over 684 billion VND. Due to large tax debts, the Ho Chi Minh City Tax Department once sent a document requesting customs to temporarily suspend customs procedures for Xuyen Viet Oil's import and export goods.
