The People's Committee of Hai Duong province has just coordinated with the Ministry of Natural Resources and Environment to organize a training conference on the 2024 Land Law and its guiding documents in both direct and online forms in Hai Duong province.

Speaking at the opening of the conference, Standing Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban emphasized that the 2024 Land Law has stipulated the decentralization of many regulations on land management and use to the district-level People's Committees, especially in the fields of land recovery, determining the origin of land use, compensation, support for site clearance, and resettlement for project implementation. Therefore, the training conference is very important for the district-level and commune-level People's Committees to organize and implement in accordance with the provisions of law.
Speaking at the conference, Deputy Minister of Natural Resources and Environment Le Minh Ngan assessed Hai Duong province as a "bright spot" of the country in organizing the development of legal documents to implement the 2024 Land Law under the local authority. The Deputy Minister said that the implementation of the promulgation of documents by the province will create a legal basis for the implementation of the law, contributing to the effectiveness, liberation of land resources, meeting the requirements of socio-economic development, ensuring national defense, security, and sustainable development in the province.

To ensure that the 2024 Land Law comes into effect 5 months ahead of schedule, the Ministry of Natural Resources and Environment has actively coordinated with relevant ministries, branches and agencies to draft and submit to the Government a decree implementing the Land Law, which takes effect in sync with the law. The Ministry has also issued circulars according to its assigned authority.
This training conference is an opportunity for localities to grasp and learn more about the new regulations of the 2024 Land Law. Through the conference, the Ministry of Natural Resources and Environment will also have more information, especially difficulties and problems from localities to continue advising on policies in land management.
During the 1-day training, delegates were informed by representatives of the Department of Land, the Department of Planning and Land Resources Development, the Department of Registration and Land Information Data (Ministry of Natural Resources and Environment) about the core contents of the 2024 Land Law and guiding documents for its implementation, including Decree 71/2024/ND-CP regulating land prices, Decree No. 88/2024/ND-CP regulating compensation, support, and resettlement when the State recovers land; Decree No. 101/2024/ND-CP regulating basic land surveys, registration, granting of land use right certificates, ownership of assets attached to land, and land information systems; Decree No. 102/2024/ND-CP detailing the implementation of a number of articles of the Land Law.
At the same time, leaders and representatives of specialized departments of the Ministry of Natural Resources and Environment also discussed and answered questions from localities in implementing the 2024 Land Law and guiding documents for implementation.
