Ha Tinh synchronously deploys the work of rotating and mobilizing cadres

In recent times, localities in Ha Tinh have focused on rotating and mobilizing cadres to help the grassroots overcome difficulties in human resources, while creating an environment for them to be trained in practice.

Due to difficulties in personnel work when many members of the Party Committee of the commune were disciplined, in November 2021, the Standing Committee of Cam Xuyen District Party Committee decided to transfer and appoint comrade Nguyen Huu Thinh - Deputy Head of the District's Internal Affairs Department to hold the position of Secretary of the Party Committee of Cam Thinh commune. Then, in mid-December 2021, the People's Council of Cam Thinh commune held a meeting to elect comrade Thinh to hold the position of Chairman of the People's Committee of the commune.

Holding the position of head of the Party Committee and the communal government, Comrade Thinh quickly grasped the locality, closely followed the people's situation and built a united and unified Standing Committee and Executive Committee of Cam Thinh commune. With the spirit of daring to think, daring to do, daring to take responsibility, Comrade Thinh also boldly pioneered in changing the crop structure, introducing new varieties of seedlings to help people find a new direction in economic development.

It is known that in recent years, the entire Cam Xuyen district has rotated 39 cadres, ensuring the planned targets. Most of the rotated cadres have completed their tasks and accumulated a lot of practical experience, with more comprehensive and in-depth leadership and direction methods.

For nearly 3 years, being transferred and appointed by the Standing Committee of Thach Ha District Party Committee to hold the position of Party Secretary of Thach Dai Commune, comrade Hoang Viet Hung (former Head of the District Department of Natural Resources and Environment) has made many impressions and contributed to bringing about clear changes in the area. Not only focusing on directing the work of Party building and socio-economic development, comrade Hung is also skillful in mobilizing people's strength and determined in the way of doing things. From there, he contributed to bringing Thach Dai Commune to the finish line of an advanced new rural commune by the end of 2022.

From 2020 to present, the entire Thach Ha district has transferred 19 comrades in the Fatherland Front and district-level mass organizations; transferred 8 comrades from the district to communes and towns and 3 comrades from communes and towns to the district. In addition to vertical rotation, the district also transferred and rotated 33 comrades horizontally to work positions at the commune level.

Head of the Organization Board of Thach Ha District Party Committee - Bui Thi Hoang Oanh said: “The work of rotating, mobilizing, and seconding cadres is carried out by the district to ensure consistency and smoothness between levels, agencies, and organizations in the political system; closely linked with planning, training, fostering, and other contents in cadre work. This not only creates an environment for cadres to be trained and “tested by fire” but also contributes to meeting the requirements of practical tasks in localities”.

Along with Cam Xuyen and Thach Ha, the work of rotating, mobilizing, and seconding cadres has been effectively and synchronously implemented by localities throughout the province. According to statistics from the Provincial Party Committee's Organizing Committee, since the beginning of the 2020-2025 term, the whole province has carried out the process of appointing, reappointing, mobilizing, rotating, and recommending candidates for 1,053 cadres; of which, at the provincial level: 210 cadres, at the district level: 843 cadres.

At the end of September 2023, the Standing Committee of Huong Son District Party Committee announced decisions on personnel work in many leadership positions of localities, District Party Committee, and specialized departments.

According to assessments from localities and units, most of the transferred cadres have improved their professional capacity and accumulated a lot of practical experience. Thanks to that, the leadership and direction process is more comprehensive and closer to reality; many cadres after rotation have been arranged and assigned by Party committees at all levels to key leadership positions in the industry and locality.

However, in order for the rotated cadres to feel secure in their work and dedication, Party committees and authorities at all levels need to focus on evaluating cadres before, during and after rotation; strengthen inspection, supervision, monitoring and support for rotated cadres. Only then can the rotation of cadres truly contribute to training and developing cadres and effectively performing political tasks in localities, agencies and units.
