Ha Tinh strives to increase online payment rate

Faced with the situation where the rate of online payment in administrative procedure settlement has not yet reached expectations and there is no uniformity among localities and units, Ha Tinh is focusing on many solutions to increase the rate of online public services and online payments.

Recently, all levels and sectors in Ha Tinh have implemented many measures to increase the rate of online payment in administrative procedure settlement, but the results have not met expectations and there is no uniformity among localities and units.

So far, at the district level, Hong Linh Town is the locality with the highest rate of online payment in administrative procedure settlement. Updated from the National Public Service Portal, as of August 7, the rate of online payment records of Hong Linh Town reached 46.2%.

Mr. Hoang The Hung - Chief of Office of the People's Council - People's Committee of Hong Linh town said: "From the beginning of the year, the town has planned and assigned targets to each department, office and commune and ward in the work of propaganda, guidance and implementation of online payment. In particular, the town has invited the Provincial Public Administration Service Center to train skills and knowledge on online payment for the staff and civil servants working in administrative transaction departments. Thanks to that, up to now, the rate of online payment has had a clear change".

In addition to Hong Linh town, some localities also have a fairly high online payment rate such as: Huong Khe with 23.02%, Ha Tinh city over 22.35%. Regarding the department and sector, according to the update from the National Public Service Portal up to August 7, many units have achieved a very high online payment rate such as: Department of Natural Resources and Environment with a rate of 90.09%, Department of Justice reaching 90.09%, Department of Transport reaching 85.75%, Department of Agriculture and Rural Development reaching 61.9%, Department of Information and Communications reaching 61.54%...

However, besides localities and departments with high online payment rates, many units have low online payment results in administrative procedure settlement such as: Thach Ha district only reached 0.44%, Huong Son district 0.66%, Cam Xuyen district 2.03%, Ky Anh district 2.39%, Nghi Xuan district 3.23%, Can Loc district 7.97%, Loc Ha district 8.28%, Department of Culture, Sports and Tourism 7.41%, Department of Construction 15.91%.

Continuing to strongly promote digital transformation teams in the community is an important solution to increase the rate of online public service records and online payments.

The fact that many departments, branches and localities have low rates of online payment in handling administrative procedures has caused the rate of the whole province to not achieve the expected results. Up to now, the rate of online payment in the whole province has only reached 13.88%, while according to the 2023 administrative reform plan issued by the Provincial People's Committee on December 23, 2022, at least 50% of administrative procedures requiring financial obligations must be implemented for online payment, of which the rate of online payment transactions reaches 40% or more.

According to the leaders of the district-level public administration centers, the low rate of online payment in administrative procedure settlement is due to the fact that the awareness of a part of the people has not changed. They still maintain the habit of administrative transactions and direct payment of fees. In addition, the conditions of equipment and IT knowledge to implement online payment of a part of the people are still limited and uneven.

To encourage people to use online public services and make online payments, at the 14th Session, the Provincial People's Council passed Resolution 101/2023/NQ-HDND on amending and supplementing a number of fees and charges in Ha Tinh province. Accordingly, many types of administrative procedures when submitted online will have 50% of fees and charges reduced.

Along with that, local Party committees and authorities need to continue to strongly promote the role of digital transformation teams in the community to propagate, guide and support people to resolve administrative procedures using online public services and online payments.
