Quang Nam aims for a proactive administrative service

Chairing the provincial online conference to deploy the administrative reform plan for 2025 this morning, March 26, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that sectors and localities focus on effectively implementing the 2025 administrative reform plan of the Provincial People's Committee in conjunction with the 14 key groups of solutions proposed.

Improve service quality

In 2024, administrative procedure reform (AP) associated with the implementation of the one-stop shop and inter-connected one-stop shop mechanisms and the promotion of information technology application in receiving and handling APs has created favorable conditions for people and businesses. Notably, the rate of overdue records at the district level and in the land sector has decreased compared to 2023.

From the results of receiving and handling administrative procedures in the province, Mr. Nguyen Van Phuc - Head of the Department of Receiving and Handling Administrative Procedures (Office of the Provincial People's Committee) said that every month the center has a detailed report on the results of receiving and handling administrative procedures to send to relevant departments and branches for timely monitoring, and at the same time advise the Provincial People's Committee to direct the correction of the situation of overdue records, and publicize the list of overdue records according to regulations.

Therefore, the index of directing, operating and evaluating the quality of service for people and businesses in implementing administrative procedures and public services in real time on the electronic environment of Quang Nam has always been in the top 20 or above. As of December 23, 2024, Quang Nam achieved 84.2/100 points, ranked 16/63 provinces and cities; in which the index of "Progress of settlement" is in the "Good" group, reaching 93.08%.

Talking about the results after strengthening the direction of implementing administrative reform tasks and building industry databases, Mr. Le Quang Hieu - Deputy Director of the Department of Construction said: In 2024, the unit received and resolved more than 60,000 administrative procedure records, with the rate of early resolution of administrative procedures being nearly 99.99%.

Notably, the Department of Construction has completed 100% of the tasks and work assigned by the Ministry of Construction, the Provincial People's Committee, and the Chairman of the Provincial People's Committee; 100% of records and results of administrative procedure settlement have been digitized, archived, and results reused according to regulations (in 2024, the Department of Construction digitized more than 52,000 results of administrative procedure settlement).

There are 9 new initiatives/solutions in administrative reform (recognized by the Grassroots Initiative Council). Of which, 3 new initiatives/solutions in administrative reform are proposed to be recognized as provincial initiatives.

In 2024, according to the assessment of the Provincial People's Committee, 23/43 agencies were classified as "Good"; 15 agencies were classified as "Fair" and 5 agencies were classified as "Average" in terms of administrative reform. The satisfaction index on administrative services in 2024 of the department and branch block was 80.98% (in 2023: 81.28%); the district block was 80.54% (in 2023: 74.36%); the vertical sector agency block was 84.25% (in 2023: 77.86%); the district-level land registration office branch was 78.01% (in 2023: 76.76%).

Towards a proactive administration

Quang Nam has been focusing on streamlining the organizational structure, restructuring the staff and civil servants, combined with training and fostering to improve professional capacity. At the same time, it prioritizes the task of digital transformation, aiming to create a breakthrough in administrative reform, promoting the socio-economic development of the province in 2025, with the determination to achieve a minimum economic growth rate (GRDP) of 10% or more.

Recently, the Department of Science and Technology has been assigned by the Provincial People's Committee to preside over the development of a pilot project for the "Proactive Administration" model in the province. The model aims to build a one-level administrative service center that operates effectively and is independent of administrative boundaries.

This model will enhance the experience of citizens and businesses with fast, transparent and proactive public administrative services. Promote digital transformation, automate processing procedures, apply big data and artificial intelligence.

Mr. Nguyen Duc Binh - Director of the Department of Science and Technology said that the Provincial People's Committee has launched a 90-day peak period focusing on building databases of departments, branches, sectors and localities. It is expected that by June 15, 2025, the pilot project of the "Proactive Administration" model will be put into operation in the province.

"With this model, competent authorities will shift from a passive service mindset to a proactive one, meaning they will provide services themselves according to the requests of organizations and citizens; and from a manual administrative procedure settlement process to a digital environment, without administrative boundary limitations," said Mr. Binh.

Regarding the target set for the implementation of the project in 2025, Mr. Binh said that 100% of administrative records will be digitized before processing; 100% of online public services will be optimized for user experience; and there will be at least 99% satisfaction level of people and businesses.
In particular, the time to process administrative procedures will be shortened to a maximum of 30 minutes/file, 15 minutes/waiting time. To increase the productivity of processing files, the project sets a target of processing 1,600 files/officer in urban areas, 1,200 in rural areas, and 800 in disadvantaged areas.

Concluding the conference, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that sectors and localities focus on effectively implementing the 2025 administrative reform plan of the Provincial People's Committee in conjunction with the 14 key groups of solutions proposed.

In particular, the Department of Science and Technology is requested to take the lead and proactively develop plans to adjust software according to the new model. The whole province focuses on implementing the 90-day peak period of database construction.
