Since the beginning of 2022, when speaking to units in the telecommunications sector, Minister of Information and Communications Nguyen Manh Hung has emphasized the transformation of telecommunications infrastructure, from alo infrastructure to economic infrastructure. The telecommunications sector needs a second innovation. Telecommunication infrastructure is transformed into digital infrastructure. Alo infrastructure becomes economic infrastructure. Infrastructure for people becomes infrastructure for things, infrastructure for IoT. Digital infrastructure has 3 more important keywords: Cloud Computing, Digital Platform and As Service. Take the spirit of the first innovation to carry out the second innovation. The lessons of the first innovation will still be true for this second innovation, which are: Infrastructure must go first and go fast, technology must be modern, be in the top group of the world, make wise and far-sighted decisions, mobilize all resources of the market, operate decisively, and through this challenge, form a generation of good cadres for the country.

Telecommunications need new space to grow. Telecommunications have been stagnant for several years now. A field that does not grow and expand into new spaces will become stagnant. The two most important new spaces for telecommunications are: Cloud Computing and Digital Platform. These two spaces are both growing at an annual rate of 15-20%, while telecommunications only grows at 1-2%. By 2025, the size of each of these markets will be equivalent to that of telecommunications.

Instead of following, telecommunications must now take the lead. Be in the leading group in developing 5G and 6G: Allocate 5G frequencies and develop a nationwide 5G network, start 6G research in 2022. Telecommunication networks must quickly switch to Cloud-based and Software-based, so that telecommunication networks become smart and flexible, and can be configured into many specialized sub-networks using software. The technology used is open technology, using Open RAN for 5G, 6G. Instead of using foreign equipment, use domestic equipment. Successfully research and manufacture 5G, 6G equipment, transmission equipment, and terminal equipment. Issue Vietnamese telecommunication equipment standards. When bidding for procurement, network operators must invite domestic equipment manufacturers.

Instead of just doing business, we must have a high sense of responsibility towards society. Telecommunications has become the infrastructure, the foundation of everyone's daily life. The number of telecommunications users is in the hundreds of millions. Revenue is in the hundreds of thousands of billions. Profit is in the tens of thousands of billions. So what responsibility do we have to keep people safe, to keep people from being disturbed, to keep Vietnam's Internet healthy, to make our new living space prosperous and happy? Many users, high revenue, high profits must always go hand in hand with great responsibility, only then will development be sustainable. Ensure the safety and security of telecommunications networks. Telecommunications equipment must meet network safety and security standards. Network operators must invest in technology and equipment to ensure the safety of telecommunications networks, to ensure that security agencies can trace violations. Economic development must go hand in hand with ensuring national defense and security. Vietnamese people must master Vietnam's cyberspace. Implement digital transformation of management work. Connect online to network operators to replace reports. Analyze and evaluate data using Big Data and AI to manage and develop the industry. Digital transformation to increase labor productivity by 20-30%. Management must go hand in hand with leadership and development. Development must be the goal. State management must open new spaces for the sector, orient technology and networks. Have a plan to develop digital infrastructure for each locality. Expand international cooperation, invest abroad, learn and disseminate international experience. Telecommunications must grow by double digits so that by 2025, telecommunications will double.

Telecommunication infrastructure and digital infrastructure must be among the world's leading. Enter the Top 30 by 2025. Network quality is equivalent to that of developed countries. New missions require new organizations. Redesign the organization to suit the new mission. Invest in new, modern working tools to support work and increase labor productivity, mainly based on digital technologies and platforms. Retrain and upgrade employees, mainly through online training platforms. Supplement human resources from the IT and digital technology fields. Great missions require great solidarity. The Telecommunications Department must join forces with all telecommunications enterprises, digital technology enterprises, and all Departments of Information and Communications to create great strength. Great missions require great creativity. Difficult tasks require new approaches, Vietnamese creativity, suitable for the Vietnamese context. Vietnam must follow the Vietnamese path to develop Vietnam. Great missions require great spirit of service. In the past, national liberation and national unification were great missions, and great missions gave birth to a great spirit of service, people were willing to sacrifice for the country. Today, we need new missions, as great as before to have a great spirit of service. Because, only this spirit can make the country develop rapidly. The great mission is for Vietnam to become a developed country with high income by 2045, standing shoulder to shoulder with the world powers, strong and prosperous so that no enemy dares to invade.

A great mission and a great spirit of service will open up great limits for each person. Each of us has a limited circle, but this circle is not fixed. Expanding this limited circle is when we take on a great mission, take on a new responsibility, take on great work. Only great work can give birth to great people. Taking on a national mission, a sectoral mission is to expand the limits of each of us, to discover who we are. A year has 365 days. If every day we just try to be 1% better than yesterday, after a year we will have developed 38 times! So a year is not short, long enough to do great things. So perseverance is important. The goal is clear, the path is clear, the rest is perseverance every day. Telecommunications units will have important innovations to break through and rise. Only when the telecommunications sector makes a breakthrough can our country make a breakthrough. Telecommunications is the infrastructure for that breakthrough, the digital infrastructure to promote digital transformation.
